Norwegian People’s Aid (NPA) is a humanitarian Non-Governmental Organisation (NGO) rooted in the Norwegian Labour Movement. NPA Thailand is currently working in partnership and support to the Thailand Mine Action Centre (TMAC). We are currently looking for Survey Operator/Deminer to work in our Baseline Survey Teams in Thailand.

Position:  Survey Operator/Deminer- focusing on Non-Technical Survey (1 position)

Department/Project/Country: Humanitarian Disarmament (HD)/NPA HD Programme / Thailand

Immediate Superior:  Team Leader

Expected Starting Date:  15th May 2016

Qualifications:

The non-technical survey focuses on collecting data from communities and working with communities.

The Deminer/Survey Operator is responsible to conduct the Baseline Survey, using technical and non-technical surveys assets according to the NPA SOP in Thailand (based on the National Mine Action Standards of Thailand – NMAS), with focus on Non-technical survey. The nature of work is a combination of challenging but rewarding physical works, and a good understanding of basic technical issues and recorded data reporting. The position is based in operational provinces in Thailand as dictated by the operational needs of the programme. Relevant experience and skills would encompass the following:

•   Female or male, Thai nationality with an age over 21 years old, if male, completion of military services required

•   Minimum education is completing the Secondary School (Mor 6 Grade 12)

•   Previous work experience and relevant national humanitarian demining certification or equivalent. Experiences in non-technical survey and baseline survey will be a strong asset.

•   Ability to perform physical work on the ground in sometimes difficult terrain

•   Responsible individuals with a very high degree of discipline to strictly follow Organisational Policies and Standard Operating Procedures

•   Open to new and challenging environments

•   Good communication and interpersonal skills with ability to meet deadlines and work as a team under pressure, able to stay with the group in a based-camp, shared team accommodations

•   Computer literacy and experience in data acquisition as well as language proficiency in English are preferable. 

•   Familiar with community liaison and data analysis

•   Excellent health

•   Driving licence is preferred

Responsibilities:

•   Perform non-technical and technical survey activities as planned by the Operations Manager according to the NPA SOP in Thailand (based on the National Mine Action Standards of Thailand – NMAS).

•   Check, maintain and operate demining/survey equipment. 

•   Contribute to the reporting where required.

•   Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the Programme Manager.

คุณสมบัติ

การสำรวจที่ไม่เป็นเชิงเทคนิคนั้น เน้นการเก็บข้อมูลและทำงานกับชุมชนเป็นหลัก

เจ้าหน้าที่สำรวจ/เจ้าหน้าที่ตรวจค้น รับผิดชอบกิจกรรมการสำรวจขั้นพื้นฐาน ซึ่งประกอบด้วยการสำรวจทางด้านเทคนิคและที่ไม่ใช่เทคนิคในปฏิบัติการตามระเบียบปฏิบัติประจำขององค์การความช่วยเหลือแห่งประชาชนชาวนอร์เวย์ (โดยยึดตามแนวมาตรฐานปฏิบัติการทุ่นระเบิดแห่งชาติชองประเทศไทย) โดยเน้นงานด้านการสำรวจที่ไม่ใช่เชิงเทคนิค (non-technical survey) เป็นหลัก ธรรมชาติของงานประกอบด้วยการผสมผสานกันระหว่างงานทางกายที่ท้าทายแต่ให้ผลตอบแทนในภาคสนาม และความเข้าใจในเชิงเทคนิครวมทั้งการรายงานข้อมูลต่างๆ

ตำแหน่งนี้ปฏิบัติงานในพื้นที่ปฏิบัติงานในจังหวัดต่างๆ ในประเทศไทย ตามความต้องการของโครงการ ประสบการณ์และทักษะที่เกี่ยวข้องมีดังนี้

•   หญิงหรือชาย สัญชาติไทย อายุมากกว่า 21 ปี ถ้าเป็นชายต้องผ่านการเกณฑ์ทหารแล้ว

•   การศึกษาขั้นต่ำ มัธยมศึกษาปีที่ 6

•   มีประสบการณ์ทำงานและผ่านหลักสูตรการปฏิบัติการทุ่นระเบิดเพื่อมนุษยธรรมหลักสูตรใดหลักสูตรหนึ่งของศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ หรือแสดงเอกสารที่เทียบเท่า ถ้ามีประสบการณ์การสำรวจที่ไม่ใช่เชิงเทคนิคและการสำรวจขั้นพื้นฐานจะถือเป็นข้อได้เปรียบในการพิจารณา

•   สามารถทำงานที่ต้องใช้แรงกายและบางครั้งในพื้นที่ที่ยากลำบาก

•   มีความรับผิดชอบและมีวินัยระดับสูงมาก ที่จะปฏิบัติตามกฎขององค์การฯ และมาตรฐานระเบียบปฏิบัติประจำ

•   เปิดกว้างสำหรับสิ่งใหม่ๆ และสภาพแวดล้อมที่ท้าทาย

•   สื่อสารและมีทักษะด้านความสัมพันธ์ต่อบุคคลอื่นๆ ที่ดี และสามารถที่จะทำงานตามกำหนดเวลา รวมทั้งปฏิบัติงานเป็นทีมภายใต้ความกดดัน สามารถจะพักอาศัยร่วมกับเพื่อนร่วมงานเป็นกลุ่มในสถานที่ที่จัดไว้ให้ได้

•   ถ้าสามารถใช้คอมพิวเตอร์ได้ และมีประสบการณ์ด้านการได้มาซึ่งข้อมูล เช่นเดียวกับทักษะภาษาอังกฤษ ถือว่าเป็นประโยชน์ต่อการพิจารณาเลื่อนตำแหน่งได้

•   คุ้นเคยกับการประสานงานชุมชนและการวิเคราะห์ข้อมูล

•   สุขภาพดีเลิศ

•   มีใบขับขี่

ความรับผิดชอบ

•   ดำเนินกิจกรรมสำรวจทั้งทางเทคนิคและที่ไม่เป็นทางเทคนิคตามที่วางแผนโดยผู้จัดการปฏิบัติการภาคสนามตามระเบียบการปฏิบัติประจำขององค์การฯ ในประเทศไทย (ยึดถือตามมาตรฐานปฏิบัติการทุ่นระเบิดแห่งชาติของประเทศไทย)

•   ตรวจสอบ บำรุงรักษา และใช้งานอุปกรณ์ตรวจค้นและเก็บกู้ทุ่นระเบิด

•   มีส่วนในการรายงานข้อมูลตามความต้องการ

•   ปฏิบัติหน้าที่อื่นๆ ที่เหมาะสมที่นำไปสู่การดำเนินโครงการอย่างปลอดภัยและมีประสิทธิภาพ ตามรายละเอียดโดยผู้จัดการโครงการ
