Position Information:
Project: Strengthen Institutional Capacity of Thailand’s Education and DRR Stakeholders on Comprehensive School Safety Framework
Position Title: A consultant for Assessing Needs and Developing Administrator and Teacher Training Package to Support Comprehensive School Safety in Thailand
Work Place: Bangkok with possibility to travel to all regions including the three southernmost provinces
Reports to:  DRR Project Coordinator

 

Background
Save the Children works for children in difficult circumstances to uphold the rights and protection of stateless children, victims of abuse, exploitations, trafficking and violence, and children who are affected by disasters. Save the Children has been working in Thailand since 1984 to support the development of policies that help fulfill children’s rights. We are currently implementing programmes in three different thematic areas; Child Protection, Education and Child Safety, and DRR. We are also one of the leading responders in humanitarian crises, supporting children and their families who are caught up in disasters and conflict, working towards lasting peace and resilience in disaster-prone areas.
Save the Children Child Safety and DRR Programme adopted the Comprehensive School Safety (CSS) Framework to implement the “Strengthen Institutional Capacity of Thailand’s Education and DRR Stakeholders on Comprehensive School Safety Framework” project funded by UNICEF. The project period is from September 2015 to February 2016. The project aims to integrate disaster risk reduction and school safety in the education and disaster management sectors in Thailand in compliance with the Comprehensive School Safety (CSS) Framework.
In order to strengthen institutional capacity of Education sector on disaster risk reduction and school safety, Save the Children is seeking for a Consultant to develop a CSS Training Package for school teachers. This package will also be adapted by the member agencies of Thailand’s Safe School Network for their staff’s technical capacity building.

Purpose of the consultancy and Scope of Work
The Consultant is sought to provide technical expertise in developing a CSS training package for school administrators, DRR focal points, and school teachers, drawing upon materials developed by the ASEAN School Safety Initiative, and  designed to complement available CSS-related resources and existing DRR/CCA curriculum materials developed in Thailand, i.e. DRR curriculum developed by JICA project and A guideline for school teachers on Disaster Risk Reduction and Climate Change Adaptation.  In order to accomplish this, the consultant is expected to undertake the following tasks in close consultation with the SC Project Coordinator:
1) Design a Training Needs Assessment (TNA) Tool and conduct the TNA to a sample number of School Administrators and Teachers in Thailand;
2) Review ASSI and SCA materials for CSS training, as well as DRR/CCA Curriculum and other existing CSS-related training materials developed or previously used in Thailand
3) Develop a CSS Training package for school administrators and teachers, based on the results of the TNA and document reviews.
4) Facilitate consultative workshops with a working group from Thailand’s Safe School Network to finalize the training design and the content of the CSS teacher training package.
5) Facilitate the Training of Trainers (ToT) on the CSS for 50 teachers/educators using the CSS training package (Training Package Pilot-testing),
6) Provide facilitation and organizing support to the trained teachers in organizing five (5) CSS Training for school teachers and educators in five (5) pre-selected regions across Thailand (1 workshop per a region).
7) Facilitate a Learning/Reflection Workshop on the Teacher Training Package based on the TOT and the pilot testing in 5 regions.
8) Finalize the training package (design and content) based on the results of the pilot-testing

The draft CSS training package will be piloted in 50 targeted schools across Thailand with the aim of testing the tools and activities within the three pillars of the CSS framework.

 

Objectives and Results:


Principle Objective: 
To promote CSS framework and increase resilience of OBEC schools in facing of disasters.

 

Specific Objective:
To support Thailand’s Safe School Network to develop CSS training package for teachers and strengthen institutional capacity of Education sector in Thailand.
Result 1: Pillar 1 of the Comprehensive School Safety Framework – Safe Learning Facilities is introduced to teachers/educators and tested in partnership with MoE and Thailand’s Safe School Network
Result 2: Pillar 2 of the Comprehensive School Safety Framework – School Disaster Management is established and tested in partnership with MoE and Thailand’s Safe School Network through existing capacity of OBEC’s previous DRR project supported by JICA and DDPM.
Result 3: Pillar 3 of the Comprehensive School Safety Framework – Risk Reduction and Resilience Education is localized and tested in partnership with MoE and Thailand’s Safe School Network through integration of DRR/CCA into school core curriculum and learning materials.

 

Deliverables:


The consultancy service will take 60 working days from April to October 2016. The following are expected deliverables from the consultancy;
a. A work plan, in consultation with OBEC, UNICEF and Save the Children, to be submitted by the Consultant within a week after signing a contract.
b. Training Needs Assessment Tool and assessment results
c. Consultation Meeting/Workshops with working group from Thailand’s Safe School Network
d. A Training of Trainers for at least 50 teachers on the CSS using the Teachers’ training package. All logistics and operational costed will be managed by Save the Children
e. Presentation of initial findings and feedback to Thailand’s Safe School Network
f. A CSS training package will be presented in soft copy

All reports and documents are required to be submitted to Save the Children’s contact person and will remain the property of Thailand’s Safe School Network.

 

Professional fee
The total Professional fee for the consultancy is 288,000 THB. All project-related transportation and accommodation costs outside of Bangkok will be covered by SC. Transportation costs within Bangkok will be shouldered by the Consultant.

 

Location
This work is a home-based job, but a consultant is required to lead consultative workshops and training that might take place in different locations in Bangkok with high opportunity to travel in 5 regions across Thailand including the southernmost provinces across.

 

Required Skills and Experience
• Thai Nationality
• MA degree, preferably in Education, Social Sciences or related field. Academic background in Disaster Risk Reduction (DRR), Disaster Management (DM) will be an advantage.
• At least 10 years work experience in DRR and Education Section
• At least 7 years work experience in curriculum development
• Excellent research, report writing and strong skills in communication with government authority
• Knowledge of disaster management and/or education sector in country and relevant terminology (and willingness to fill in gaps in either sector, with guidance)
• Sound experience in education, humanitarian and/or disaster risk reduction
• English language skills and knowledge of country and official language
