Context:
Under the overall supervision of the Programme Manager of the Migrant Assistance Division of the IOM Thailand Office, and the direct supervision of the Project Officer of the EU-funded project “Promoting stability, well-being and harmony for Myanmar Muslims and host communities in Thailand”, the successful candidate will support the planning, implementation, follow-up, monitoring and evaluation of project activities, in particular with grassroots and community-based organizations, and will be the focal point for the Project’s monitoring and evaluation.
The project will target the continued vulnerabilities and needs of marginalized Myanmar Muslims (including Rohingyas) as well as disadvantaged Thais in host communities located in the provinces of Tak (Mae Sot), Ranong and Phang Nga.
The project activities aim to create stability and harmony by improving living conditions and access to services; standardizing response and care; and creating coherence and predictability in policy, practice and programming that contribute to the overall wellbeing of this vulnerable group and its host community. Activities will take place in 4 different geographical locations (Bangkok, Mae Sot, Phang Nga and Ranong).
Core Functions / Responsibilities:
Support the Project Officer in the planning, coordination, implementation, monitoring and evaluation of project activities, including the timely delivery of annual work plans, annual reports, Standard Operating Procedures (SOPs) and the management of the project’s human resources.
Support the organization and coordination of the Project Steering Committee (PSC) activities and lead communication with the PSC to ensure a collaborative relationship with different stakeholders, including taking notes/minutes of Project Steering Committee (PSC) meetings and follow-up action as required.
Support in liaison with key national stakeholders including Government agencies, host communities, academic institutions, and civil society organizations as required for the purpose of facilitating understanding of the project among relevant stakeholders and ensuring the successful and timely implementation of project activities.
Support the Project Officer in conceptualizing and developing project tools, including a monitoring and evaluation work plan; a project implementation manual and guidelines; a funding mechanism and project guidelines for small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection) in accordance with donor procedures and guidelines; Standard Operating Procedures (SOPs);
Act as primary focal point for project staff in different geographical locations for Monitoring and Evaluation (M&E); and develop, implement and follow-up on an M&E Plan in close coordination with project staff in Bangkok and in Mae Sot, Phang Nga and Ranong and in accordance with the requirements of the donor.
Support a) the development of standardized M&E tools and ensure their consistent utilization across all geographical project locations; and b) the organization of mid-term and final internal evaluations by developing Terms of References and assisting in the selection and contracting of relevant consultants.
Act as the primary focal point for project staff in different geographical locations for the Funding mechanism supporting a) small community-based projects in 5 sectors health, legal aid, education, livelihoods, protection assistance to be developed and b) capacity-building support to the Migrant Working Group (MWG), in close cooperation with project staff in Mae Sot, Phang Nga and Ranong and in accordance with donor procedures and guidelines.
Provide training for the Field Offices in Phang Nga, Ranong and Mae Sot in monitoring and evaluation to achieve project outcomes and according to the budget and in project management in the context of the Funding mechanism as described above.
Assist the Project and Communication Officer in the dissemination of relevant information, including by highlighting best practices implemented in the context of the project.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Thai National
University Degree in international relations, political science, social science or relevant field
At least three years work experience in monitoring and evaluation in the context of donor-funded projects
Experience in managing small grass-root donor-funded grant project and funds
Sound knowledge of EU administrative and financial procedures a distinct advantage
Strong organizational skills and reliability in time management and schedule organization
Ability to work in a multi‐cultural environment and respect of diversity
Team work oriented but with a capacity to work independently
Good writing and communication skills
Computer literate

Context:
Under the general supervision of Senior Resource Management Officer and under the direct supervision of the Head of HR, the incumbent will be assigned the following duties and responsibilities:
Core Functions / Responsibilities:
Personnel Actions (PAs) and Time Management
Responsible for creating and updating the PRISM HR master data covering the areas of hiring, rehiring, extension of appointment, separation, transfer, annual advancement within grade (AWG), annual salary adjustments for Special Short Term, promotion/reclassification of position, entitlement/benefit (Medical Service Plan, UNJSPF, Family Allowances)
Generate Personnel Action forms from PRISM.
Prepare monthly summary of PAs for payroll.
Assist in running the monthly payroll for national staff of IOM Thailand and IOM Regional Office for Asia and the Pacific (ROAP) on PRISM HR.
Coordinate with Finance colleagues with regards to budget confirmations, cost allocations, transfer payments of salary, and other HR-related concerns.
Ensure proper documentation with regards to payroll administration.
Contracts
Issue/Renew all staff contracts, Special-Short Term Contracts, Special Fixed-Term, One-Year Fixed Term; keep systematic recording of such issuances.
Issue/Renew all daily contracts in the mission and hourly contracts for Bangkok, Suang Pheng, Songkhla, Ranong duty stations; keep systematic recording of such issuances.
Provide general administrative support in regards to document control in HR; in particular, HR Focal Persons in the sub-offices with regards to administration of Special All-Inclusive Hourly Contracts for temporary workers.
Monitor expiration of all contracts and send renewal reminders to supervisors for action/ monitor advancement within Grade (AWGs) due dates.
Benefits Administration
Facilitate enrolment of staff dependents into MSP according to relevant rules.
Reports
Assist in the preparation and consolidation of HR-related reports (payroll and non-payroll) for submission.
On a monthly basis, monitor and update changes in MSP; prepare reports for submission to HIMS and HCPU in MAC.
Retrieve reports on AWG and contracts data from PRISM HR for further administrative actions.
Other HR related duties
Assist the Head of HR in the implementation of the Staff Evaluation System (SES) and provide guidance to managers and staff members on usage and basic troubleshooting of SES.
Serve as backup in the absence of other HR staff.
Participate in recruitment interview process, if required.
Perform other duties as assigned by the supervisor.
Required Qualifications and Experience
University degree in Business Administration or related field an advantage.
At least 4 years of progressive experience in HR management.
Work experience with international organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Able to work independently with minimal supervision; personal commitment, efficiency, discreet, details oriented and willingness to learn new tasks, flexibility; good judgment.
Knowledgeable of IOM staff rules and regulations.
Good interpersonal and communication skills; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Fluency in English (oral and written) is required.
Computer literate (MS Office applications);

Context:
In coordination with the field staff in Songkhla, the project team in Bangkok, and under the overall supervision of Programme Manager and direct supervision of Project Assistant, the incumbent will be responsible for assisting in the implementation of emergency material and service support for Rohingya and other vulnerable migrants detained in Thailand at Immigration Detention Centres (IDCs) and Shelters for Children & Families in Songkhla Province.
Core Functions / Responsibilities:
In coordination with the field staff in Songkhla, assist to assess the material and service support needs at the IDCs and Shelters in Songkhla Province in terms of health assistance, supplemental nutrition, non-food items (NFIs) and water/sanitation/hygiene (WASH) support.
Based on the assessment, assist in developing recommendations and a work plan for Songkhla Province to guide IOM’s support to beneficiaries in the province.
In coordination with the field staff in Songkhla and the project team in Bangkok, ensure in the day-to-day implementation of material and service support to beneficiaries in accordance with assessed humanitarian needs.
Liaising and coordinate with the local Royal Thai Government (RTG) agency counterparts, in particular the Immigration Bureau (IB) and the Ministry of Social Development and Human Security (MSDHS) on the provision of material and service support, and in particular the strengthening of effective referral systems for the treatment and care of detainees.
Coordinate and support IOM’s health care worker(s) in Songkhla province towards the provision of medical care to the detainees and assist in establishing of a working referral system.
Assist in monitoring the procurement, delivery and/or installation of the materials and services, with a particular emphasis on the quality and effectiveness of the materials and services being provided to meet and exceed donor standards. Submit payment requests, receipts, etc. to the Admin& Finance Project Assistant and Finance Officer in Bangkok in regards to the financial implementation requirements. Prepare expenditure report based on cash transactions on a regular basis.
Meet regularly among local relevant stakeholders, including the RTG agencies, the UNHCR, UNICEF, and the ICRC, NGOs and CBOs, to coordinate on-going interventions between the actors.
Report regularly to the project team in Bangkok on the progress of material and service support implementation, humanitarian needs, upcoming challenges, as well as on meeting outcomes and discussions with local counterparts.
Assist in forming and strengthening the networks of government and non-government agencies for providing long-term support to project’s beneficiaries.
In coordination with the project team in Bangkok, ensure that the donor’s visibility requirements are met and executed including any communications activities (e.g. press briefing, press notes, etc.) that may be requested.
If necessary, undertake duty travel to Bangkok or other relevant provinces to assist in the implementation of the project activities.
Coordinate with the UN Department of Safety and Security (UNDSS) as necessary to conform to the security requirements in Songkhla province.
Perform such other duties as may be required.
