Join Us as a Program Officer (Boder & Strategic Partnership)

Location: Chiang Mai, Thailand | Travel: Up to 40% of work time | Report to: Program Manager                      Status: Independent Contractor

Are you a professional passionate about making a difference? CPI is seeking a Program Officer (Boder & Strategics Partnership) who will support program implementation, grant management, financial oversight, reporting, and coordination with teams and partners to ensure effective program delivery and development.

Summary of Job Responsibilities

Primary Responsibilities

• Support Program Manager to manage sub-grants under the Empower Program, including program implementation, grants management, and financial oversight.
• Support social development initiatives under CPTF/Youth and Harmony Hub, including program implementation, grants management, and financial oversight.
• Coordinate with grants and finance teams for effective sub-grant administration and financial monitoring.
• Review and approve grants on a quarterly basis and ensure compliance with donor and organizational requirements.
• Assist Program Manager in proposal development, budget management, donor reporting, program evaluation, stakeholder relationship and other related tasks
• Assist Program Manager in the development and implementation of CPI core fund projects, private donor projects, and institutional grants effectively, based on cultural and situationally appropriateadaptations of international best practices
• Engage and cultivate relationships with prospective donors and potential partners to support program growth and strategic collaboration.

Regular Responsibilities

• Maintain strong coordination with partner organizations to ensure timely and effective project implementation.
• Facilitate communication among partners, donors, and stakeholders.
• Network with organizations and technical experts in the border health sectors in Thailand.
• Represent the organization in meetings with partners, donors, government authorities, and relevant stakeholders.
• Consolidate partner reports and ensure timely submission to donors.
• Evaluate the performance results of CSO/EHO partners and assist Program Manager in formulating the improvement plans and corrective actions
• Work together with Program Manager for the programs to be data-driven and evidence-based by culturally and situational-appropriate adaptations of in-country and international best practices
• Any other tasks assigned by Program Manager

Partner Support

• Work closely with ethnic and community-based organizations to design, implement, and monitor project activities and outcomes.
• Facilitate coordination between partners, donors, and government counterparts.
• Support organizational capacity assessments and strengthening initiatives for partner organizations.
• Collaborate with relevant teams to strengthen systems and institutional capacity within partner networks.

Capacity Building and Supporting other Staff 

• Support the development of training modules and manuals for partner capacity development.
• Facilitate or assist in training sessions, workshops, and technical learning events.
• Document training activities and prepare reports.
• Contribute to strengthening technical and management capacity among CPI staff and partners.

Operations and Administration

• Establish, strengthen, and sustain good relationships/ coordination with concerning government departments, donor agencies, implementing partners, local authorities, and other relevant organizations
• Support cross-program events and initiatives as needed.
• Maintain collaborative working relationships across CPI departments.

What We’re Looking For:

• University degree with at least – 2 years’ experiences working for health and emergency projects
• Bachelor in health/Nursing or Public health or Community Health related preferable
• Good knowledge of written and spoken English is essential
• Demonstrated skills in coordination and collaboration with governmental institutions, ethnic health organizations (EHOs) and community-based organizations (CBO/CSOs)
• Good communication and facilitation skills. Ability to work independently with strong organizational skills
• Good software skills for M.S. word, Excel, PowerPoint
• Ability to communicate technical information to both technical and non-technical audiences
• Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to consistency, detail and quality
• Comfortable working with variety of partners and navigating complex relationships
• Flexibility to allow for travel (up to 40% of work time), variable working hours, and some modifications of tasks and responsibilities as team and project needs change.
