About CMB-SEA 

The CMB Foundation is an independent U.S. philanthropic foundation committed to advancing health equity through capacity strengthening, strategic grantmaking, and leadership development. The CMB Southeast Asia office (CMB-SEA), based in Bangkok, serves as a regional hub for designing and implementing programs that foster equitable human systems, support collaborative research and innovation, strengthen diverse regional networks, and develop the next generation of health equity leaders in Southeast Asia. Anchored by its Equity Initiative Fellowship program, CMB-SEA works closely with its network of Senior Fellows and partners across civil society, academia, government, and the private sector to address complex health equity challenges through evidence-informed and collaborative approaches. 

 

Position Summary 

The Regional Programs Officer plays a key role in shaping and implementing the CMB Foundation's Southeast Asia regional portfolio. The position combines technical expertise, strategic grantmaking, network development, and program management to advance innovative investments and networks that improve health equity across the region. The role works across multiple thematic areas and collaborates closely with regional partners, Fellows, and Foundation leadership. 

Reporting to the Regional Programs Lead, and under overall supervision of the Chief Representative and Directorthe Regional Programs Officer serves as a technical focal point for grantmaking, thematic programming, Fellow network development and convenings.  

Key Responsibilities 

1. Grantmaking and Portfolio Management (40%) 

  • Coordinate technical aspects of regional grantmaking processes, including quality improvement efforts.
  • Participate in and support calls for proposals, proposal reviews, grant review committees, technical advisory groups, follow-up with reviewers/advisors, and grant selection.
  • Conduct technical reviews of grant applications and concept notes.
  • Manage a portfolio of grants, including monitoring programmatic progress, reviewing and providing feedback on project reports, and supporting grantees throughout implementation.
  • Contribute to the development of regional funding strategies, research priorities, and strategic investment opportunities that advance CMB-SEA’s health equity objectives
  • Prepare technical briefs, concept notes, presentations, and reports.
  • Support monitoring, evaluation, and learning activities across the portfolio.

2. CMB-SEA Network Management (40%) 

  • Support development and coordination of the Foundation's equity-focused regional thematic areas, which include topics such as Climate and Health, Mental Health, Migration & Conflict Affected Settings, Health Systems Strengthening, Gender and Sexuality, and Disability Inclusion. 

  • Organize and facilitate thematic working group meetings and technical discussions. 

  • Identify opportunities for collaboration and key action steps across countries and thematic areas. 

  • Analyze emerging evidence, policy developments, and regional trends to identify opportunities and risks for the CMB-SEA's grantmaking strategy. 

  • Provide technical support for strengthening country-based and other relevant networks. 

  • Collaborate with the Equity Leaders Network team on other network engagement activities. 

  • Develop opportunities for peer learning and collaboration among Fellows and strategic partners. 

3. Knowledge Management and Monitoring, Evaluation & Learning (MEL) (10%) 

  • Support grant portfolio monitoring, evaluation, and learning, with Regional Programs Lead and MEL Officer. 

  • Support Regional Programs knowledge management and communications with Regional Programs Officer, Grants & Data Associate and Communications Lead. 

  • Build out and update knowledge management platform(s) for keeping CMB SEA networks informed of regional programs efforts. 

  • Produce knowledge products, including but not limited to portfolio analyses, dashboards, reports, and strategic insights. 

4. Convenings and Events (10%) 

  • Support technical planning and implementation of regional meetings, workshops, CMB SEA’s Annual Forum, and other global health equity events and activities. 

  • Coordinate technical sessionsagendas and stakeholder engagement. 

  • Represent the CMB SEA at meetings and technical events as appropriate. 

Qualifications 

Required 

  • Master's degree in Public Health, Global Health, Health Policy, International Development, Social Sciences, or a related field. 

  • Minimum 3–5 years of relevant professional experience (5+ years preferred). 

  • Experience in program management, grantmaking, research, or international development. 

  • Strong commitment to equity-focused systems, practices, and programs. 

  • Demonstrated technical expertise in one or more of the CMB-SEA's regional thematic health equity priority areas: Climate and Health, Mental Health, Migration & Conflict Affected Settings, Health Systems Strengthening, Gender and Sexuality, Disability Inclusion. 

  • Excellent analytical and project management skills. 

  • Demonstrated ability to synthesize complex technical information into actionable recommendations for diverse audiences. 

  • Strong interpersonal and relationship-building abilities. 

  • Ability to work independently while contributing to a collaborative team. 

  • Ability to travel for work-related purposes up to 15% of FTE. 

  • Excellent written and spoken English. 

Preferred 

  • Experience working in Southeast Asia. 

  • Experience managing grants or donor-funded programs. 

  • Experience facilitating technical working groups or multi-stakeholder partnerships.
