Field Coordinator

Background:
Dreamlopments (DLP) Foundation, registered in Thailand since 2019, is a non-profit mission-driven organization working on aid and development for underserved communities. DLP is currently implementing the Migrant Fund (M-FUND), a project of low-cost not-for-profit health access fund for migrants in Thailand not covered by government health insurance schemes. The project was started in Tak province in 2017 and has since expanded in Sakaeo, Kanchanaburi, Chiang Rai, Ubon Ratchathani, Trat, Chiang Mai and Mae Hong Son provinces.
In 2026, M-FUND started to operate in temporary shelters along the Thailand-Myanmar border, including in Ban Mai Nai Soi and Ban Mae Surin shelters in Mae Hong Son province.
We are looking for an experienced and passionate Field Coordinator, to join the M-FUND project in Mae Hong Son province, to coordinate activities of M-FUND Mae Hong Son shelters.
Job Overview:
Under the Project Officer (PO), the Head of Programs (HOP) and DLP President (Psdt.), the Field Coordinator (FC) coordinates the implementation of the M-FUND project in the project area of Mae Hong Son province. He/she coordinates activities related to program promotion, planning, implementation, and monitoring. The FC recruits, trains, leads, supports and monitors the M-FUND Community Workers (CW), Community Relays (CR) and M-Fund members in the project areas. He/she participates in coordinating collaborations with project partners. He/she extends support to the M-FUND operations in Mae Hong Son, as needed.
Reports to the Project Officer (PO), the Project Manager (PM), the Head of Programs (HOP) and DLP President (Psdt.)
Main tasks and responsibilities:
1. Project implementation and management.
- Organize, lead and coach the team of CWs and CRs for promotion of M-FUND, enrollment and renewals into M-FUND.
- Participate also in the activities of promotion of M-FUND, and occasionally enrollment and renewals of members.
- Develop monthly plans for M-FUND activities in the project areas.
- Participate actively in the monitoring and assessment of the program and its indicators.
- Monitor specifically, and discuss with the PO, PM, HOP, Psdt., and the Medical Assistant (MA), the medical events that are provided for refugees in partner hospitals and covered by M-FUND.
- Regularly monitoring and meeting with Thai Hospitals, SDHPHs and CW/CR
- The FC oversees/following medical services that are provided in Mae Hong Son for M-FUND members from the shelters and migrant communities.
- Prepare activity reports for the project areas.
- Participate with his supervisors in the strategic orientation and development of the activities in the project areas.
2. Partnerships and Representation
- Develop and strengthen the collaborations with all stakeholders and project partners (partner hospitals and clinics, partner government officials/offices, and NGO partners) in Mae Hong Son shelters, in coordination with the PO and MA.
- Actively participate in NGO, INGO, and CBO cluster meetings in the designated area, as and when required.
- Act as a lead liaison with the local health facilities, in coordination with the PO.
- Participate if needed, to identify and build relationships with potential local stakeholders.
- As required, prepare project documentation and other promotion materials to develop or promote cooperation among teams and with partners.
3. Operations management
- Conduct M-Fund project promotion, new member enrollment and renewal.
- Is responsible for financial activities related to new member enrollment, renewal and transfers of memberships from CWs and partners to DLP.
- Coordinate and assist in the recruitment and training of new CW/CR and team members as the program expands.
- Ensure that all organization policies are adhered to in the project field.
- Support or coordinate the preparation or implementation of stakeholder meetings and training.
4. Miscellaneous
- Contribute photos, success stories, activity updates to the Communication Officer for communication activities.
- Other assignments as requested by the Psdt. /Supervisor, or the PO.
Qualifications required:
Education:
Bachelor's Degree of Social Science, Education, Public Health, or related fields.
Work Experience:
- 5 years’ experience in project coordination.
- Experience notably in community services for migrant communities or refugees along the Thailand-Myanmar border for international organizations, government agencies, or NGOs/CBOs.
- Experience in running community health information or education campaigns a plus.
- Experience in successfully engaging with community leaders and representatives.
- Experience in participating in project monitoring.
Skills and competencies:
- Fluent in Thai, Shan or/and Burmese. Good command of English. fluency in Karen/Karenni ethnic language is a strong plus.
- Ability to coordinate and cooperate with Thai Authorities
- Positive attitude towards the concept of (health) micro-insurance.
- Easy in managing operations in a complex environment (long-term shelter)
- Fair use of Microsoft Office software (Word, Excel, PowerPoint), and internet-based applications.
- Ability to operate in a multicultural team environment.
- Excellent communication skills.
- Energetic, highly motivated.
- Good planning and organizational skills, able to set priorities, as well as flexibility.
- Details and quality oriented.
- Able to follow project timelines and work under pressure.
- Diplomatic.
- Driver's license
Working Environment:
The position will be based in Mae Hong Son and requires daily/very frequent work and presence in the temporary shelters, as well as occasionally in the migrant communities of the project areas in Mae Hong Son province.
