Overall Purpose of Role

The Training Manager Digital learning based in Thailand is responsible for overseeing the development, organization, delivery, and evaluation of Capacity Development & Training activities to support national and international NGOs in Myanmar. These activities may address needs in terms of organizational safety and security management, personal safety, and humanitarian access and negotiations.

 

They will ensure compliance with INSO Standards and best practices, managed a Training Officer (TO) based in Thailand, and lead the delivery of the Capacity Development & Training Annual Plan within scope, time, and budget.

 

The role primarily focuses on the development and dissemination of digital Capacity Development & Training (CD&T) activities, including a Massive Open Online Course (MOOC) and a range of digital learning offerings. This involves collaborating with internal teams and external providers, managing technical and instructional design aspects, and producing digital learning content. Key responsibilities include ensuring that digital learning products reach their intended audience and leveraging adult learning principles.

 

The Training Manager reports to the Head of Training (HoT) and receives technical guidance from the Global Training Team (GTT) at Headquarters.

 

Key Responsibilities:

Analyze the needs of the Partners and integrate them in the country response

  • Support the HoT in the Capacity Development & Training Needs Assessment.
  • Ensure collection of primary and secondary data in collaboration with the Programme team.
  • Conduct structured interviews with partners and stakeholders.
  • Develop and disseminate assessment tools and maximise response rates.
  • Analyse needs and produce actionable recommendations based on risks, incidents, partner requests, and feedback.
  • Raise awareness within the Programme team, highlighting strategic opportunities.

 

Generate Training Services Delivery Standards (SDS) compliance.

  • Develop an SDS compliance plan. 
  • Identify compliance gaps and measures to be taken. 
  • Establish a plan highlighting gaps, actions, and compliance timeline. 
  • Share the plan with the training team, HoT, and GTT. 
  • Empower the TO to implement the plan by distributing responsibilities. 
  • Implement actions toward compliance according to plan. 
  • Consider SDS compliance in team PORs. 
  • Collaborate with line management and GTT to address standards not applicable to the country office. 
  • Suggest alternative measures.

 

Develop and deliver the Capacity Development & Training Annual Plan within scope, time, and budget.

  • Develop the training annual plan with the HoT according to the recommendations of the Capacity Development & Training Needs Assessment.
  • Draft a workplan including activities, budget, and equipment needs.
  • Lead the delivery of the Annual Plan in Thailand.
  • Manage resources to deliver the capacity development and training plan within scope, time, and budget.
  • Propose corrective measures where needed.
  • Identify opportunities and propose adjustments.
  • Maintain an up-to-date capacity development and training activity schedule.
  • Ensure capacity development and training Monitoring, Evaluation, Accountability and Learning (MEAL).
  • Maintain an up-to-date participants database.
  • Oversee reporting and archiving of documentation.

 

Organise and deliver activities in accordance with SDS and best practices

  • Lead the development and dissemination of a MOOC and other digital capacity development and training activities.
  • Select and utilise appropriate authoring tools, software, and platforms (including Moodle, Articulate Rise, Articulate Storyline, Adobe Suite, Synthesia, etc.) to produce high-quality digital learning content.
  • Make informed decisions on delivery modalities and formats (webinars, podcasts, interactive modules, etc.), managing all associated technical aspects.
  • Collaborate with internal and external stakeholders on instructional design and content production.
  • Apply adult learning principles and digital pedagogy to the design of all learning content.
  • Maximise efficiency and innovation in delivery modalities.
  • Develop a partner-centred online learning environment.
  • Publish and maintain digital access to INSO activity information in line with IT policies.
  • Implement an efficient, user-friendly registration system.
  • Design digital-first workflows adapted to partners' needs.
  • Promote INSO capacity development and training activities to the target audience and ensure digital learning products reach intended audiences
  • Ensure all partners have access to relevant information.
  • Facilitate and disseminate activities in collaboration with the Training Officer.
  • Ensure mastery of content to support delivery and quality assurance of CD&T activities, including digital formats.
  • Continuously update knowledge and facilitation approaches, including digital pedagogy.
  • Analyse performance, feedback, and lessons learnt; ensure timely dissemination of reports.
  • Apply quality control mechanisms to ensure consistency with standard content and facilitation practices.
  • Develop solutions to reduce drop-offs and increase engagement in digital learning.
  • Ensure logistics and security arrangements for activities.
  • Maintain stakeholder relationships to monitor acceptance and ensure alignment with humanitarian principles.

 

Contributes to the coherence of services, and contextualisation of CD&T activities

  • As a team with HoT and TO adapt content and activities to the operational context.
  • Contextualise case studies, simulations, and learning materials.
  • Integrate lessons learnt into activity packages.
  • Contribute to Programme team projects with the team based in Myanmar.
  • Share insights and learning from activities.
  • Ensure coherence across INSO services.
  • Align messaging and recommendations with Programme team and GTT.

 

Lead the Training Officer

  • Empower the TO to deliver high-quality activities.
  • Develop onboarding and continuous learning processes.
  • Foster a culture of continuous improvement and feedback.
  • Recruit and manage team member in line with policies.
  • Conduct PORs aligned with performance.
  • Allocate tasks based on strengths and priorities.

 

PERSON SPECIFICATION

ESSENTIAL

Knowledge, Skills and Experience  

  • Fluency in English and Burmese (written and spoken) required.
  • Minimum 2 years of leading learning strategies or managing education projects. 
  • At least 5 years of experience in curriculum design, workshop organisation and facilitation (especially online) or capacity development activities.
  • Demonstrated understanding of NGO safety and security management, personal safety, humanitarian principles, practices, access, and negotiations.
  • Strong organisational skills.

DESIRABLE

Knowledge, Skills, Experience

  • Knowledge of local languages in Myanmar.
  • Proficiency with e-learning tools: Moodle, Articulate Rise, Articulate Storyline.
  • Experience with multimedia production using Adobe Suite software and online tools such as Synthesia.
  • Experience working in conflict-affected environments.
  • Experience with remote or low-bandwidth learning environments.
