Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

1. ORGANIZATIONAL CONTEXT AND SCOPE: 

The International Organization for Migration (IOM) in Thailand implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to vulnerable migrants in partnership with government, civil society and private sector counterparts.

 

Under the Protection Unit, the International Organization for Migration (IOM) in Thailand implements a range of national and regional projects aiming at addressing migration challenges and delivering increased protection and assistance to vulnerable migrants in partnership with government, civil society and private sector counterparts. Through research, policy interventions, capacity-building and outreach, these projects aim to develop sustainable solutions to reduce systemic vulnerabilities and to provide increased support to vulnerable migrants, including victims of trafficking, internally displaced persons, refugees, asylum seekers, unaccompanied minors, and exploited and abused migrants.

 

Complementing its national programming, IOM Thailand actively engages with regional partners, including ASEAN Sectorial Bodies, Coordinated Mekong Ministerial Initiatives Against Trafficking in Persons (COMMIT) and the Regional Support Office of Bali Process (RSO) to promote coordinated and coherent protections approaches and its responses. This includes strengthening responses to trafficking in persons and smuggling of migrants and advancing integrated border management and governance.

 

Under the overall supervision of the Programme Manager, and the direct supervision of the Project Officer in Bangkok, the incumbent will support the implementation of the Protection and Border Governance Unit (PBGU) initiatives at the regional levels.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES: 

  • Assist in the implementation and monitoring of day to day Protection and Border Governance project activities.
  • Retrieve, compile, summarize, analyse, and present information/data on specific project topics, in particular those with a regional component.
  • Monitor budget; verify availability of funds; obtain necessary approval and update budget related information in close coordination with the Resource Management Unit. 
  • Act as focal point for administrative, logistic and procurement coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  • Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  • Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
  • Participate in and organize meetings and conferences; assist in coordinating implementation activities with local authorities, regional partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  • Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
  • Provides guidance/training to new/junior staff.
  • Perform other related duties as assigned.

 

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

EXPERIENCE

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

SKILLS

  • Demonstrated ability to maintain confidentiality is mandatory.
  • Sound knowledge of programme implementation and evaluation.
  • Proven understanding of migration dynamics in Thailand and of vulnerabilities experienced by migrant populations.
  • Demonstrated knowledge of information technology and proficiency with Microsoft Office applications, including Excel, PowerPoint, Publisher, and SharePoint.

 

4. LANGUAGES

  • Fluency in English and Thai is required (oral and written).
