Regional Public Health Laboratory Network (RPHL Network)
The Regional Public Health Laboratory Network (RPHL Network) was established in 2019 to strengthen national laboratory systems among Global Health Security Agenda (GHSA) Member Countries in the Asia and Pacific region. The Network supports timely detection of pathogens with outbreak potential and enhances routine diagnostic services.
The Network currently comprises 14 Member States: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Viet Nam, Nepal, Timor-Leste, Papua New Guinea (PNG), and Pakistan.
The RPHL Network operates under the RPHL Network Foundation, which is established under the laws of Thailand and registered as a juristic person under the Civil and Commercial Code.
The RPHL Network Secretariat, based at the Department of Medical Sciences (DMSC), Ministry of Public Health, Thailand, provides operational and technical support to the Network. To accelerate the implementation of its activities, The RPHL Network Foundation is seeking a qualified candidate to serve as Programme Coordinator, supporting efforts to strengthen laboratory capacity across the region.

Main Responsibilities and Tasks
The prospective staff will perform the following tasks:
- Maintain day-to-day communication and coordination with RPHL Network members and key partners of the Network to implement assigned activities
- Develop an action plan and concept notes for responsible areas/activities
- Monitor project implementation both activities and budget align with Funding agencies rules and regulations
- Monitor expense reports, grant reports, and other financial documentation to be submitted on time
- Initiate proposal and budget development
- Draft reports of responsible activities (including achievements, challenges, and ways forward and ensure timely submission
- Manage project documentation such as contracts, reports, photos, and presentations
- Facilitate TOR consultancy and provide support if requires
- Initiate/draft write-up to promote activities through different channels of social media of the Network
- Act as a liaison between partners, ensuring effective communication throughout the project lifecycle;
- Any other as assigned by supervisor

Required Qualifications, Skills, and Experience
Essential:
- Thai Nationality with proven effective communication skills in English, both written and oral.
- Obtained Master degree in any of development fields such as health related, Medical Technologist, sociology, sciences, food sciences, etc. with at least 5 years of working experiences OR bachelor degree in related fields with at least 7-10 years of working experiences.
- Required working experiences on project/program management, providing support to government agencies, intergovernmental agencies, academic universities, or NGOs. Working experience at an international organization or managing intergovernmental fund is preferred.
- Skills in Microsoft Office/Google, email, and Internet navigation are required.
- Ability to maintain good working environment and relationship, demonstrating interpersonal, and teamwork skills, cultural sensitivity with proven ability to liaise, communicate & consult with multi-disciplinary stakeholders/partners;
- Experience in regional/international health cooperation is highly desirable.
- Strong analytical and problem-solving skills.

Hiring Conditions
- This position is open to candidates currently residing in Thailand.
- Recruitment is subject to confirmation of funding. Hiring annual basis with possibility of renewal subject to

- Expected starting salary: from THB 45,000 per month, negotiable based on qualifications and experience.

- Daily Subsistence Allowance (DSA): Provided for official travel as per RPHL Network standard DSA rates. Transportation costs, visa fees, and related expenses covered by the project budget.
