Purpose of Position

The MEAL (Monitoring, Evaluation, Accountability, and Learning) Manager leads the design, implementation, and oversight of the MEAL system for the CORE Group Partners Project (CGPP) in Thailand.

The role ensures high-quality data collection, analysis, reporting, and learning to support program performance, accountability, and adaptive management, in line with CGPP global frameworks, donor requirements, and national health priorities.

About the CORE Group Partners Project (CGPP)

The CORE Group Partners Project (CGPP) is a multi-country, multi-partner initiative that provides financial support, on-the-ground technical assistance, and coordination to strengthen national efforts toward polio eradication, immunization systems strengthening, and broader global health security.

Implemented in Thailand by World Vision Thailand, CGPP works through networks of international and local NGOs to reach underserved, hard-to-reach, and cross-border populations with low immunization coverage.

The project supports surveillance for acute flaccid paralysis (AFP), vaccine-preventable diseases (VPDs), and emerging zoonotic disease threats, while strengthening community engagement and preparedness systems. CGPP contributes to Thailand’s national action plans for polio eradication, routine immunization strengthening, and maternal and child health outcomes.

Key Responsibilities

MEAL System Design and Implementation 30%

  • Lead the design and implementation of the project’s MEAL framework, aligned with CGPP and donor requirements.
  • Develop and maintain monitoring tools, indicators, and data collection systems.

Ensure integration of MEAL systems across all program components, including GHS, immunization, and MCH.

Data Management and Quality Assurance 25%

  • Ensure high-quality data collection, validation, and analysis across all program areas.
  • Conduct regular data quality assessments and verification exercises.

Strengthen data management systems and ensure proper documentation and storage.

Reporting, Learning, Research & Evaluation 25%

  • Lead preparation of high-quality program reports (weekly, monthly, quarterly, annual) for CGPP and donors. 
  • Support data-driven decision-making by generating insights and analysis for program teams.
  • Facilitate regular learning and reflection sessions with staff and partners.
  • Support operational research, evaluations, and assessments.
  • Collaborate with CGPP global teams on learning initiatives and evidence generation.

Accountability and Community Feedback 10%

  • Establish and manage feedback and accountability mechanisms for communities and stakeholders.
  • Ensure community perspectives are incorporated into program design and improvement.

Capacity Building and Team Management 10%

  • Supervise and support 1–2 MEAL staff. 
  • Build capacity of program staff and partners in MEAL systems, tools, and data use.
  • Provide training and ongoing technical support to ensure effective implementation.

KNOWLEDGE, SKILLS AND EXPERIENCE

  • Bachelor’s or Master’s degree in Public Health, Statistics, Monitoring & Evaluation, Social Sciences, or a related field.
  • Minimum 5 years of experience in MEAL for development or public health programs.
  • Experience working on donor-funded programs (USG experience preferred).
  • Strong experience in data analysis, reporting, and learning systems.
  • Experience managing staff and building team capacity.
  • Strong knowledge of MEAL frameworks and tools
  • Experience with data collection platforms (e.g., Kobo, ODK, DHIS2)
  • Proficiency in Excel and data analysis tools
  • Strong report writing and analytical skills
  • Fluency in Thai and proficient English (written and spoken).
  • The position is based in Bangkok, Thailand, with domestic travel and occasional international travel (approximately 20–30%) required for program oversight, partnership coordination, and advocacy.
  • This role operates in a hybrid work environment requiring regular engagement with government partners, NGOs, and internal World Vision teams.
