Terms of Reference – Local project staff for JICA’s technical cooperation project (Climate Change Adaptation project at the Department of Climate Change and Environment (DCCE), Ministry of Natural Resaoaurces and Environment (MNRE), Thailand)
0. Background
JICA (Japan International Cooperation Agency) is Japan’s governmental agency responsible for implementing Official Development Assistance (ODA). JICA provides technical cooperation, loans, and grants to support economic and social development in developing countries. JICA works in various sectors, including environment, education, infrastructure, health and disaster management, to promote sustainable development and international cooperation.
JICA started Climate Change Adaptation project with the Department of Climate Change and Environment, Ministry of Natural Resources and Environment (DCCE/MNRE), Thailand. And the project is seeking one local project staff as follows.
1. Purpose of the Role
The local project staff will provide comprehensive administrative and organizational support to senior management, ensuring the smooth functioning of daily operations. The role is critical in facilitating effective communication, managing schedules, and maintaining efficient office systems.
2. Key Responsibilities
- Administrative Support
- Manage calendars, schedule meetings, and coordinate appointments.
- Prepare, edit, and proofread correspondence, reports, and presentations.
- Maintain filing systems and databases, ensuring accuracy and confidentiality.
- Communication and Liaison
- Serve as the first point of contact for internal and external stakeholders.
- Handle incoming calls, emails, and visitors with professionalism.
- Coordinate communication between departments and external partners.
- Meeting and Event Coordination
- Organize logistics for meetings, workshops, and conferences.
- Prepare agendas, briefing materials, and minutes.
- Arrange travel, accommodation, and visa documentation for official missions.
- Financial and Office Management
- Assist with expense reports, invoices, and procurement requests.
- Monitor office supplies and ensure timely replenishment.
- Support budget tracking and administrative compliance.
- Confidentiality and Special Assignments
- Handle sensitive information with discretion.
- Undertake special projects or assignments as directed by management.
3. Qualifications and Experience
- Bachelor’s degree in Business Administration, Management, Environment or related field.
- Minimum of 3 years of relevant experience in administrative or secretarial roles.
- Strong command of English and Thai; proficiency in drafting and editing documents.
- Excellent organizational skills, attention to detail, and ability to prioritize tasks.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook) and virtual meeting platforms (Teams, Zoom).
- Demonstrated ability to work independently and as part of a team in a multicultural environment.

5. Reporting and Location
- Reports directly to the Chief Advisor (JICA Expert) and Person in charge of DCCE.
- Based in DCCE Office [Location: 49 Soi 30, Rama VI Road, Phaya Thai District, Bangkok 10400] and remote work is also available with permission by the Chief Advisor.
6. Terms and Holidays
- From June 2026 to May 2027 (one year) (*Subject to extend the term if both parties agree.)
- Holidays are Saturday, Sunday and Thai public holidays designated by the office.
- Working hours is 8:00 to 16:00 or 9:00 to 17:00 (Lunch Break 1 hour from 12:00 to 13:00).
7. Performance Indicators
- Timely and accurate management of schedules and correspondence.
- Quality of documentation and meeting support.
- Efficiency in handling administrative and logistical tasks.
- Positive feedback from management and stakeholders.
8. Allowance range
- Expected salary range is 30,000 – 40,000 THB per month.
- The actual amount will be determined based on your academic and work history and experience.
- The local project staff shall cover health insurance, accident insurance and any required income tax payments by his/her own responsibility.
