Introduction
The Japan International Cooperation Agency (JICA) is implementing a three-year project for Human Resource Development on Social Work in the ASEAN region, following an agreement on technical cooperation with the Government of Thailand.
The project aims to provide high-quality social work training in order to strengthen the capacity of social workers in the region.
The project period runs from August 2025 to July 2028. JICA is seeking a Technical Consultant to support the project under the supervision of a JICA expert.

Job Description
The Technical Consultant will support the development of the ATCSW training curriculum and the operation of the Working Group established for this purpose.
The Technical Consultant will work under the supervision of the JICA expert and perform the following tasks:
1. Liaise with the ASEAN Training Centre for Social Work and Social Welfare (ATCSW), the Ministry of Social Development and Human Security (MSDHS), and other stakeholders, and support the operation of the Working Group (WG), including preparation of meetings and related documentation.
2. Collect and analyze data and information for curriculum development.
3. Facilitate discussions and consultations among WG members and relevant stakeholders.
4. Coordinate with subcontractors when activities are outsourced and review their outputs and reports.
5. Develop training curricula and teaching materials based on the discussions and agreements of the WG, and obtain approval from WG members.
6. Facilitate training sessions when necessary.
7. Submit monthly progress reports and a final report at the end of the contract period.
Remark
The job description may be modified in accordance with changes in project requirements. Any modifications will be discussed and agreed upon with the Technical Consultant as necessary.
Duration of Contract
The initial contract period with a Consultant will end at the end of March 2027, and it will be extended annually upon the mutual agreement between a Consultant and JICA Project at ATCSW. The maximum extension of contract period is the end of July 2028.
Working Station and Working Hours

Working hours are subject to the regulations of ATCSW and the MSDHS.
The consultant will be required to work for 20 days per month. The consultant may occasionally be requested to work at other locations designated for Working Group (WG) meetings, ATCSW trainings, or workshops.
Remuneration and Expenses
Fee:
Minimum 38,270 THB per month.
The exact amount will be determined based on the qualifications and professional experience of the Technical Consultant.
The fee includes miscellaneous expenses such as transportation, taxes, and social welfare contributions. There is no overtime payment. The monthly fee will be paid upon submission and approval of the Technical Consultant’s monthly report.
Official Travel:
When official travel is required, travel and accommodation allowances will be provided in accordance with the rules and regulations of the JICA Thailand Office.
Tax and Social Welfare:
Payment of taxes and social welfare contributions is the sole responsibility of the Technical Consultant.
