Field Administrative Officer (Sakaeo)

 

Work location: The position will be based in Sakaeo province; at M-Fund office in Aranyaprathet district.

Background:

Dreamlopments (DLP) Social Enterprise and Foundation, registered in Thailand since 2015, is a non-profit mission-driven organisation working on aid and development for underserved communities. DLP is currently implementing the Migrant Fund (M-FUND), a project of low-cost not-for-profit health access fund for migrants in Thailand not covered by government health insurance schemes. The project was started in Tak province in 2017 and has since expanded in Sakaeo, Kanchanaburi, Chiang Rai, Ubon Ratchathani, Trat, Chiang Mai and Mae Hong Son provinces. 

We are looking for a Field Administrative Officer (FAO), to join the M-FUND team in Sakaeo province.

 

Job overview:

The Field Administrative Officer (FAO) works directly with, and reports to, the M-Fund Project Manager (PM). He/She also works closely with other M-Fund Officers, Community Workers and Volunteers, healthcare services providers and other partners, government offices, and M-Fund beneficiaries as needed. The overall responsibilities of the FAO are to support the administrative management of the M-Fund sites and activities, in Sakaeo as well as possibly other sites, in accounting, reporting, procurement, the organization of trainings, travel, as well as office management and project logistics.

 

Reports to: the Project Manager (PM) of M-FUND Sakaeo.

 

Main tasks and responsibilities:

Accounting and finance

  • Assist the PM in processing payments for the organization.
  • Assist in recording payments, projects spending, allocating them to donor budgets.
  • Keep and organize invoices, bills, payment receipts.
  • Prepare tax certificates and submit organization finance documents to the Accounting and Finance Department of the head office.
  • Prepare monthly report of expenditure and send to the head office.

 

Human Resources

  • Assist in the process of recruitment of staff for the project.
  • Apply for work permits and visas for staff who require it.
  • Keep staff employment documentation (contracts, visa/work permits as applicable, leave)

 

Documentation

  • Maintain documents of the organization and its projects, in a highly organized manner.
  • Assist in preparation and filing of organization documents.
  • Maintain inventory and documentation of the organization equipment.
  • Support the team to prepare presentations on the project.
  • Prepare official letters related to project activities/implementation.

 

Procurement, logistics

  • Manage or assist procurement processes for the office, getting quotations for purchases, selecting vendors, placing orders, paying and following delivery of project materials.

 

Travel and meetings

  • Manage or assist in meetings preparation and organization with tasks ranging from helping prepare agenda, inviting participants, selecting meeting venue, coordinating travel bookings.
  • Coordinate travels (itinerary, hotel bookings) for the staff and partners.

 

Other

  • Work on other administrative, organizational, and logistic tasks, as directed by the PM.

 

Qualifications required:

This position is for Thai nationals only.

 

Education:

  • Degree in Accounting, Finance, Business Administration, or related fields.

 

Experience:

  • At least 3-5 years’ experience in relevant of administration, finance, and/or related fields.
  • Prior experience working with government hospitals and offices, NGOs and donor-funded projects is a strong plus.

 

Skills and competencies:

  • Excellent organizational and planning skills.
  • Knowledge of budget preparation, basic accounting practices, grants management.
  • Excellent communication skills and strong interpersonal skills.
  • Fluent Thai and good command of English. Command of other local ethnic language a plus.
  • Able to work with minimal supervision, handle multiple tasks and manage demanding schedules to deliver high quality results on time.
  • Good proficiency in computer software, in particular Microsoft Office.
  • Service minded, flexible approach to working hours.
  • Interest in development and assistance projects, including for marginalized populations.

 

Working Environment: 

The position is based in Aranyaprathet district, at M-FUND Sakaeo office, with possible management of administrative tasks for M-FUND activities in other areas where DLP has no field office but where M-FUND members can be registered

Travel between the sites will be occasionally required.
