Job title: Program Associate

Location: Chiang Mai, Thailand

Contract Type: Full-time, One-year (Renewable based on performance and funding)

Expected Start Date: May 2026

Reports to: Regional Program Manager

Background

The Southeast Asia One Health University Network (SEAOHUN) is a regional powerhouse of over 117 universities across eight countries, dedicated to developing a multidisciplinary workforce to combat infectious disease threats. Established in 2011, the network champions the "One Health" approach—recognizing the intrinsic link between human, animal, plant, and environmental health. Based in Chiang Mai, the SEAOHUN Secretariat serves as the regional hub facilitating multisectoral collaboration to bridge the gap between academic excellence and field-based pandemic preparedness.

Southeast Asia remains a critical hotspot for zoonotic diseases, including Avian Influenza (H5N1) and Nipah virus. Our current regional mandate focuses on operationalizing the ASEAN Leaders' Declaration on One Health Initiatives and aligning with the global Pandemic Agreement. SEAOHUN is at the fore front of addressing biosafety, climate-driven health risks, and Antimicrobial Resistance (AMR) through the Southeast Asia One Health Workforce Academies (SEA-OHWA) and targeted regional programs.

DUTIES AND RESPONSIBILITIES

The Program Associate is a pivotal professional role requiring technical coordination and the ability to execute complex work streams with a high degree of independence.

  • Program Formulation & Execution: Support the Regional Program Manager in designing and implementing pre-service and in-service initiatives, including scholarships, fellowships, research grants, and Southeast Asis One Health Workforce Academies (SEA-OHWA) activities.
  • Strategic Planning & Reporting: Assist in developing annual work plans and budgets. Lead the technical write-up of activity reports and briefing notes for regional programs.
  • Partnership Management: Establish and sustain professional working relationships with national and regional stakeholders, academic institutions, and government bodies.
  • Public Engagement: Partner with the Senior Public Engagement Officer to synthesize and communicate program impacts to donors and international partners.
  • Information Governance: Ensure program documentation is meticulously organized and secured in compliance with SEAOHUN and donor standards.
  • Collaborative Growth: Contribute updates and recommendations actively in team meetings to drive the network's regional success.
  • Digital Innovation: Integrate advanced digital tools and technological solutions into daily workflows to optimize program implementation and monitoring.

QUALIFICATIONS AND REQUIREMENTS

  • Education: Bachelor’s degree required; Master’s degree in Public Health, Veterinary Medicine, International Development, or a related field is strongly preferred.
  • Experience: At least two years of professional experience in program coordination and management. Experience with NGOs, intergovernmental agencies (UN/ASEAN), or academic networks is a significant advantage.
  • Regional Context: Proven experience working within Southeast Asian countries and a solid understanding of the One Health landscape.
  • Communication: Exceptional English proficiency (written and oral) with demonstrated skills in diplomacy, negotiation, and professional networking.
  • Execution: Self-driven and proactive, with a documented ability to function effectively with minimal supervision in a multicultural setting.
  • Technical Literacy: Advanced proficiency in Microsoft Office 365/Google Workspace and digital project management platforms.
