Mekong Institute

Mekong Institute (MI) is an intergovernmental organization that promotes regional cooperation and integration through capacity development, dialogue, and advocacy to accelerate sustainable socioeconomic development and poverty alleviation in the Greater Mekong Subregion (GMS). MI is mandated and represented by Cambodia, China, Lao PDR, Myanmar, Thailand, and Viet Nam.

MI’s work aligns with the 2030 Agenda for Sustainable Development, ASEAN Communitybuilding efforts, the GMS Cooperation Program Strategic Framework 2030, and other relevant regional and subregional cooperation frameworks. 

MI implements projects across Agricultural Development and Commercialization (ADC), Trade and Investment Facilitation (TIF), and Sustainable Energy and Environment (SEE), while mainstreaming social inclusion, digital innovation, labor mobility, and sustainability to achieve long-term regional impact. 

 

Project Overview

The Mekong CONNECT project, funded by the Mekong–Republic of Korea (ROK) Cooperation Fund, aims to enhance agricultural supply chain sustainability, resilience, and efficiency in the Mekong region. The project promotes the integration of smart agricultural technologies, strengthens public–private partnerships (PPPs), and builds the capacity of key stakeholders.

Key interventions include pilot implementations, capacity-building and coaching programs, and regional dialogue and knowledge-exchange platforms to support agricultural modernization and inclusive economic development in Cambodia, Lao PDR, Myanmar, Thailand, and Viet Nam.

 

Position Overview

The Project Assistant (MKCF-funded) will provide operational, administrative, and logistical support to the Agricultural Development and Commercialization (ADC) Department. While funded under the Mekong–ROK Cooperation Fund (MKCF), the Project Assistant will support department-wide ADC activities, including training programs, workshops, meetings, events, and related project operations.

The Project Assistant will work under the supervision of the ADC Director and in close coordination with ADC program teams, as well as MI’s Finance, Administration, and Procurement Units.

This role is primarily operational and support-oriented, contributing to the smooth and efficient implementation of ADC programs and projects.

 

Main Responsibilities

1. Administrative and Operation Support

  • Provide day-to-day operational and administrative support to assigned program teams
  • Disseminate internally key information related to program and project activities
  • Draft and prepare correspondence and reports, and develop formats as necessary 

 

2. Logistics and Event Support

  • Support the organization of training programs, workshops, meetings, field visits, and events (both onsite and online)
  • Prepare office supplies and stationery for participants and resource persons
  • Arrange venues, meeting rooms, equipment, materials, transportation, accommodation, and meals
  • Photocopy, prepare, and distribute capacity development materials and relevant documents 

 

3. Procurement and Financial Support

  • Coordinate with the Procurement Unit for the purchase of banners, office supplies, printing services, and other required materials
  • Prepare travel authorizations (TA) and travel arrangements in accordance with MI procedures
  • Assist in the preparation of budget estimates for program and project activities
  • Request cash advances and assist with petty cash disbursement, recording, and liquidation in compliance with MI financial procedures

 

4. Coordination and Liaison

  • Liaise with MI Finance and Administration, and Procurement Units on program- and project-related matters
  • Support coordination with service providers, suppliers, and venues, particularly in Khon Kaen and surrounding areas 

 

5. Other Duties

  • Perform other related tasks as assigned by the ADC Director or designated supervisors in support of department objectives 

 

Key Deliverables

  • Timely and effective logistical and administrative support for training programs, workshops, meetings, and events
  • Ensure logistics and facility arrangements for onsite, online, and offsite activities
  • Smooth coordination of facilities, travel, logistics and operational arrangements 
  • Accurate and timely administrative and financial documentation in line with MI procedures
  • Consistent operational support to ADC program teams to ensure efficient project and program implementation

 

Required qualifications, skills and experience

  • Bachelor’s degree in management, business administration, public administration, business studies, or a related field
  • Familiarity with Khon Kaen and knowledge of local facilities, suppliers, and service providers
  • Relevant experience in one or more of the following areas:
    • General administration
    • Logistical and event organization for workshops and seminars
    • Basic budgeting, bookkeeping, or financial administration
    • Support to project or program operations
  • Ability to communicate effectively in Thai and English, both written and spoken
  • Strong interpersonal, coordination, and organizational skills
  • Ability to work effectively as part of a team in a multicultural team environment
  • Proficiency in Microsoft Office applications, office equipment, and communication tools
  • Ability to manage multiple tasks and meet deadlines

 

Salary and Benefits

Salary

The salary shall be commensurate with qualifications and experience, and in accordance with the approved budget allocation for this position, up to a maximum of USD 850 per month. The final salary shall be specified in the employment contract. As MI is an intergovernmental organization, income tax exemption applies only to non-Thai staff, in accordance with applicable regulations.

Annual Leave

20 working days per year (accrued at 1.66 days per month). Maximum carry-forward: 20 days.

Up to 30 working days per year 

 Medical Insurance

Group health and accident insurance coverage for the staff member. Premium costs charged to the project budget. 

 Social Security Fund

Enrollment and contributions as required by Thai labor law (for Thai nationals). 

 Daily Subsistence Allowance (DSA)

Provided for official travel as per MI standard DSA rates. Transportation costs, visa fees, and related expenses covered by the project budget. 

 Cost of Re-location  

Assignment allowance of USD 800 for non-Thai staff upon arrival. A round-trip air ticket from the staff member’s home country to Mekong Institute will be provided. Two weeks of accommodation will also be provided upon arrival.
