This role is based in Mae Sot, Thailand

 

PMI REACH Malaria (REACH) is the global project under the United States Department of State (DoS) providing implementation support and technical assistance to countries for malaria service delivery in health facility and community settings. Working with national governments and DoS, REACH will identify efficiencies and standardize best practices to achieve project objectives. These efforts significantly contribute to PMI’s goal of reducing malaria mortality and morbidity, and efficiently and effectively moving countries forward along the malaria elimination spectrum. The three main objectives of the project include:

  • Strengthened implementation of quality malaria service delivery with an equity-based focus on unreached populations.
  • Strengthened and more resilient health systems from national to community level.
  • Effective global leadership in malaria service delivery approaches provided.

The Consultant will provide Services as a Community Liaison, to support successful implementation of PMI REACH Malaria activities in the Thai-Burma border area. This position is based in Mae Sot, Thailand, or elsewhere in Mae Hong Son, Tak, or Kanchanaburi provinces, where the highest malaria burden lies. The rest of the REACH Malaria team will be based in Bangkok.

The primary responsibility for the position is activity coordination for the project in Thailand, which will work closely with subnational health and malaria officers, including ODPCs, PHOs, and VBDUs. This includes work planning, budgeting, implementation of planned activities, reporting, and collating feedback for use in national strategic planning efforts.

 

General Objective:

The consultant will serve as a Community Liaison based in Mae Sot, Thailand and provide technical expertise, planning, and coordination of all REACH Malaria activities at the focus district, sub district, and community level.

 

Specific Activities:

The consultant will conduct the following tasks:

  • Coordinate activity implementation at district, sub-district, and community level, in collaboration with government officers and malaria partners.
  • Participate in development and implementation of work plan and budget.
  • Lead subnational meetings and trainings with malaria partners.
  • Implement and monitor work plans, budgets, and reporting.
  • Participate in weekly meetings with the Program Manager to share updates on activity implementation and discuss the way forward.
  • Support the Malaria Technical Advisor in the design, implementation, monitoring, and assessment of activities.
  • Work with REACH and PATH consultants to implement training, supportive supervision services, and programs.
  • Maintain partnerships on behalf of REACH with ODPCs, PHOS, VBDUs, and other locally-based partners.
  • Document best practices and lessons learned.
  • Collate successes and lessons learned for national strategic planning processes.
  • Take on duties as assigned by the Project Manager

 

Required Skills and Experience:

  • Bachelor’s degree and at least 3 years of progressively responsible work experience required. Some work experience in malaria prevention or control preferred.
  • Registered clinical officer or registered nurse with strong clinical and training skills, particularly in the areas of malaria.
  • Experience working with MOPH personnel at subnational levels and good knowledge of health systems and programs.
  • A demonstrated track record of providing mentorship and supervision for strengthening healthcare services; training in quality improvement approaches; Critical thinking and troubleshooting skills to facilitate program implementation.
  • Understanding of complex humanitarian and epidemiological situation in western border provinces.
  • Computer skills including demonstrated hands-on-experience with MS Suite-Word, Excel, PowerPoint.
  • Basic understanding of donor funded programs.
  • Fluency in Thai, with working knowledge of English
  • Ability to travel frequently within western border provinces, plus travel to Bangkok up to once per quarter.

 

Travel Requirements:

The consultant will travel within the Thai-Burma border areas under this scope of work.
