Background

Thailand represents a critical geographic and socio-environmental hub in Southeast Asia, facing significant challenges in climate change, governance, and civic participation in climate sector. For PIN aiming to strengthen climate resilience and good governance, Thailand offers both an urgent need for intervention and long-term impact opportunities. Thailand serves as a strategic base for regional development interventions across the Mekong region. Its stable infrastructure, strong institutional framework, and the presence of numerous international/regional/national stakeholders make it a natural hub for regional and cross-border environmental and civic engagement initiatives.

Conducting a study mapping stakeholders, needs, and opportunities in Thailand’s climate resilience sector can significantly strengthen an organization’s ability to secure future funding. The mapping showcases a deep understanding of the local context, including risks, needs, and existing actors. It generates baseline data and identifies gaps and opportunities, which can be directly used in proposals as well as for positioning of PIN in Thailand and the region. The mapping identifies potential local partners, including CSOs, authorities, private sector and networks. This supports the formation of strong consortia and increases the legitimacy and local ownership of future projects. A desk review was initially conducted by PIN in March 2025. While the desk review provides a valuable initial overview, a field assessment is essential to validate, deepen, and contextualize the findings. It ensures that the mapping exercise is not only accurate and current, but also grounded in real relationships, local dynamics, and practical realities that cannot be captured remotely:

  • Verifies and Refines Desk-Based Assumptions.
  • Personal contact helps establish trust, credibility, and rapport.
  • Identifies Gaps, Opportunities, and Entry Points.
  • Hear first-hand experiences and lived realities from communities and organizations.
  • Learn about ongoing initiatives, dynamics, or challenges specific to sub-regions or ethnic groups.

 

Objectives and Scope of the Assessment

The primary objective is to develop a comprehensive and actionable mapping of local and regional stakeholders, risks, opportunities, and partnerships in Thailand’s Climate Resilience and Good Governance sectors. The study will support PIN in:

  • Getting a clear understanding of the current ecosystem and key stakeholders in the Climate Resilience sector focusing on Early Warning Systems (EWS), green/clean energy and air pollution, resilient food production, waste management Strategic positioning in Thailand, and the Mekong region.
  • Proposal development through relevant, current, and accurate data.
  • Partnership building with local CSOs, (I)NGOs, Government Authorities, networks, and donors active in climate sector
  • Identifying gaps and entry points/opportunities for impactful interventions.

 

Methodology

The consultant/team shall use a combination of:

  • Key Informant Interviews (KIIs): with local CSOs, (I)NGOs, donors, Government Authorities, academic/research institutions and relevant networks (approx. 15 – 20 interviews)
  • Focus Group Discussions (FGDs): where relevant and feasible (e.g. with community groups or networks).
  • Field visits to key provinces/areas identified in the desk review as priority areas
  • Online Validation workshops or feedback sessions to confirm findings with stakeholders.
  • Use of existing reports and datasets for triangulation, including the March 2025 rapid desk review.

 

Specific Tasks

  • Review of the key donors’ strategies (EU, DFAT, UNDRR, UNEP, GCF and other climate focused donors, World Bank, Asia Development Bank, German International Climate Initiative (IKI) & GIZ.
  • Review of the key Thai national frameworks/strategies related to climate and good governance sectors (DRR National Plan, 20-Year National Strategy (2018–2037), National Climate Change Master Plan (CCMP), National Adaptation Plan, Nationally Determined Contribution (NDC), Climate Finance Strategy, Open Government Initiatives and other relevant documents
  • Meetings with relevant stakeholders (local CSOs, (I)NGOs, relevant networks, Government Authorities, academic/research institutions and donors' representatives)
  • Preparation of mapping assessment documents (inception report, draft report, final report)

 

Expected Deliverables

  • Inception Report: including proposed methodology, assessment matrix and primary data collection tools, concrete stakeholders list and logistics arrangement for primary data collection as well as detailed time frame.
  • Draft Mapping Report: with preliminary findings and stakeholder matrix.
  • Final Mapping Report, including:
    • Overview of the sectoral landscape (Climate Resilience)
      • Context overview: political and socio-environmental landscape, key trends in climate change impacts in Thailand, regional relevance (Mekong context) and Overview of existing government policies, strategies, and regulatory frameworks related to climate.
    • Mapping (table and narrative)
      • Donors and funding opportunities mapping (active or interested in relevant sector)
      • Government Structures Mapping: including organigrams with overview of the (de)centralization decision-making from national to regional/provincial levels
      • Stakeholders (International stakeholders (INGOs, UN, etc.), NGOs, CSOs (local NGOs, grassroots networks, advocacy groups, etc.), Research/academic sector, private sector) mapping, highlighting partnership and consortium opportunities
    • Partnership and consortium opportunities
      • recommended partners (with justification/narrative), types of collaboration (technical, advocacy, implementation, consortium), partnership risks and considerations, opportunities for coalition-building and regional coordination
    • Identified needs, risks, gaps, and entry points/opportunities, practical recommendations for PIN’s engagement (with incorporated PIN’s feedback), including quantitative data, underserved regions or communities, thematic niches where PIN could add value, timing considerations and contextual sensitivities)
    • Recommendations for strategic positioning in Thailand (and Mekong region), priority areas for engagement (sectors, geography, approaches), suggested next steps (relationship-building, concept development, etc.), tips for future proposal development and donor targeting (including quantitative data)
  • Annexes: Stakeholder matrix (table by theme, geography, relevance, contact info), list of individuals/organizations consulted, KIIs/FGDs tools, March 2025 desk review findings, maps or visuals (if applicable).

 

Mapping Report Structure

The final report (prepared in English language) should cover the following sections, as much as possible:

  • EXECUTIVE SUMMARY
  • INTRODUCTION
  • METHODOLOGY
  • GENERAL FINDINGS
  • SECTORAL FINDINGS
  • POTENTIAL PARTNERSHIPS
  • GAPS AND OPPORTUNITIES FOR PIN
  • RECOMMENDATIONS FOR PIN
  • ANNEXES

 

Duration

We are expecting the following timeframe (subject to possible modifications):

  1. Deadline for applications: 31st December 2025
  2. Consultant selection: by the 12th January 2026
  3. Contracting and payment of the first instalment (based on an invoice issued by the selected consultant) to be finalized ideally by the 31st January
  4. Deadline for the submission of the inception report (including: Assessment matrix and primary data collection tools): 13th February 2026
  5. Review meeting with PIN and validation of the inception report before primary data collection: 18th February 2026 (2nd installment)
  6. The mapping itself – from 1st February to the 31st March 2026
  7. Draft report submission – 31st March 2026
  8. Review and validation meeting with PIN - 3rd April 2026
  9. Incorporation of feedback on the report and overall deliverables of the mapping – 8th April 2026
  10. The mapping will be completed, final report submitted and approved by PIN: by the 10th April.

Final instalment payment based on an invoice issued by the selected consultant – by the 17th April 2026

 

Payment terms

The overall limit for this consultancy is 7 000 USD. All costs associated with the mapping (assessor fees, translation, travel costs, taxation if applicable) must be covered from this remuneration as no other costs can be reimbursed by PIN.

The payment will be done in three installments of the overall study costs each: 30% at contract signature, 40% after inception report is validated by PIN and 30% at final report submission.

 

Selection of the consultant

Both individual consultants as well as companies and institutions are eligible to apply for this consultancy.

Qualification criteria:

  1. Only individuals/entities who are legally able to conduct such assignments in Thailand are eligible to apply. PIN provides no assistance with travel, visas or legal assistance concerning taxation. The consultant is responsible for the taxation of the amount invoiced to PIN.
  2. Previous experience with comparable assignments or climate resilience programming in the international nonprofit sector is required. Within the proposal, the candidate must highlight clearly the previous track record and provide two references (reference person name and contact details) for verification.

 

Evaluation criteria:

  1. Relevant recent prior experience with climate resilience mapping/programming in Thailand is an advantage. Within the proposal, the candidate must highlight clearly the previous track record and provide two references (reference person name and contact details) for verification.
  2. Quality of the proposal: the candidate for this mapping must submit a written technical proposal (there is no mandatory format, the candidates are free to use their own) covering the following information:

a. Proposed methodology for the study

b. Tentative geographical and sectoral coverage

c. Preliminary plan for stakeholder engagement

d. Preliminary plan for logistics arrangement for primary data collection

Please be as concrete as possible. This information will then be further detailed in the inception report of the selected candidate.

The CV of the lead consultant of this mapping must be provided as an annex to the proposal.
