Job Summary
The Associate Director, Finance provides strategic leadership and comprehensive financial and administrative oversight for all aspects of the Department of State, Regional Strategic Assistance Section: DOS/RSA-funded EpiC Thailand program, covering both the HIV Epidemic Control and the Global Health Security (GHS) components. The ADF is accountable for ensuring full compliance with FHI 360 and US Government (USG) regulations, including GAAP, GAS, CAS, and FAR. This role is responsible for developing robust financial monitoring and risk management strategies, providing high-level financial analysis and technical guidance, and leading the capacity building of both internal staff and local subaward partners. The ADF serves as a key strategic partner to the Country Representative, Regional Office, and Headquarters.

DUTIES AND KEY RESPONSIBILITIES:
Financial Leadership and Strategic Oversight (HIV & GHS)
· - Provides strategic leadership for the entire EpiC Thailand financial portfolio (HIV and GHS, totaling over $5 million annually), ensuring the financial health and sustainability of the project.
· - Directs and oversees the development of annual country project budgets, monthly pipeline analyses, budget re-alignments, and expenditure forecasts.
· - Accountable for all internal and external financial reporting and documentation, including timely submission of financial reports and cash requests to FHI 360/APRO and HQ.
· - Ensures consistent compliance across all project activities and spending with USG rules and regulations, FHI 360 policies, and local laws.
· - Develops, implements, and monitors effective internal control systems, financial policies, and administrative procedures to mitigate risk and enhance operational efficiency.
· - Analyzes complex financial data, performs high-level expenditure reviews, and approves major financial recommendations and decisions in consultation with the senior management team.
Grants and Subaward Management
· - Provides high-level financial oversight for all subawards, managing the flow-down of USG regulations to local partners (Community-Based Organizations and GHS counterparts).
· - Leads the financial capacity strengthening strategy for subaward partners, focusing on improving their ability to manage, diversify, and sustain funding sources, aligned with EpiC HIV Objective 3.
· - Oversees the process of subaward budget development, modifications, and financial monitoring, ensuring financial reports are accurate, complete, and reconciled with partner records.
· - Ensures that financial monitoring activities, including pre-award assessments and site visit audits, are executed promptly and that all findings are followed up and resolved.
Team and Operational Management
· - Provides direct supervision, mentorship, and performance evaluation to the Finance Manager and other finance/administrative staff, fostering a highly professional and technically proficient team.
· - Develops staff capacity in complex financial management areas, grants compliance, and USAID rules and regulations.
· - Oversees the financial aspects of project operations, including procurement processes, consultant agreements, and vendor management, ensuring all are financially sound and compliant.
· - Acts as the primary financial liaison for internal and external audits, coordinating responses and ensuring the implementation of audit recommendations.
· - Manages the Country Office cash advance accounts and ensures timely bank reconciliations.

· Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting, or a related field. Master’s Degree or CPA certification preferred.
