Term of Reference (ToR) for Consultancy for Development of a Climate-Resilient Project Design Framework for Plan International Thailand

Duration:        6 Weeks

Location:        Remote (with coordination with Plan International Thailand team)

1. About Plan International

2. Background

Plan International Thailand is a leading child rights and humanitarian organization committed to advancing equality for girls and promoting the rights of all children. With extensive experience in climate change adaptation and mitigation, disaster risk management, and strong expertise in youth engagement, gender equality, and social inclusion, Plan International Thailand is expanding its efforts to address the escalating challenges of climate change and environmental degradation.

These crises increasingly and disproportionately impact the most at-risk children and youth—particularly girls and women who are stateless, migrants, ethnic minorities, or persons with disabilities—who remain the primary focus of the organization’s work.

While not an environmental organization, Plan International Thailand recognizes the urgent need to integrate environmental sustainability and climate resilience across its programs. The organization aims to strengthen its capacity to empower children, young people, and communities to build climate resilience through inclusive, innovative, and sustainable approaches, such as Nature-based Solutions (NbS), climate-smart livelihoods, child-centered disaster risk reduction (DRR), climate finance, and gender-responsive, youth-led climate action. It also seeks to foster an enabling environment for advocacy, influencing, and multi-stakeholder partnerships to address the root causes of inequality, exclusion, and vulnerability.

In alignment with evolving global and national priorities and emerging funding opportunities such as the International Climate Initiative (IKI) and Green Climate Fund (GCF), Plan International Thailand intends to develop a conceptual project design that integrates climate action with youth leadership, gender equality, and resilience-building. The consultant’s deliverables will form the foundation for future proposal development and funding submissions to IKI, GCF, and other institutional green financing mechanisms.

 

3. Objective of the Assignment

The overall objective of this consultancy is to develop a comprehensive project design framework that advances Plan International Thailand’s priorities to build climate resilience and reduce the impacts of climate change on the most-at-risk populations.

Specifically, the consultancy will:

  • Develop an integrated project framework combining climate change adaptation and mitigation strategies—including NbS, climate-smart livelihoods, green skills development and gender-responsive, youth-led climate action—to strengthen the adaptive and mitigation capacities of children, families, and communities, achieving long-term, sustainable climate resilience.
  • Mainstream gender equality, disability, and social inclusion (GEDSI) to ensure that girls, women, and marginalized groups play an active and equitable role in climate action. The project will promote gender equality, inclusion, and “do no harm” principles for all participants and communities.
  • Promote child and youth participation and leadership by embedding meaningful engagement, empowerment, and decision-making opportunities throughout the project. This approach will strengthen young people’s agency, skills, and confidence, ensuring they are not only beneficiaries but also drivers of climate action and community resilience.
  • Align the project design with donor priorities, particularly IKI, GCF, and other institutional green financing mechanisms, to position Plan International Thailand for future resource mobilization.

The final project design will serve as a strategic foundation for proposal development and fundraising, supporting Plan International Thailand’s long-term vision of sustainable, inclusive, and climate-resilient development for children and young people in Thailand.

 

4. Scope of Work

The consultant will undertake the following activities:

  • Conduct a comprehensive context analysis of climate change adaptation and mitigation in Thailand, with particular focus on impacts on children, girls, and other vulnerable populations.
  • Review Plan International Thailand’s existing programs to identify entry points for integrating climate and environmental resilience, including NbS, climate-smart livelihoods, green skills development, and youth-led interventions.
  • Analyze donor funding priorities and requirements, including IKI, GCF, and other green financing mechanisms, identifying opportunities for alignment with Plan International Thailand’s strategic objectives and resource mobilization strategy.
  • Facilitate consultative discussions and workshops with Plan staff and key stakeholders to validate findings, gather insights, and co-develop strategic directions for climate, gender, and youth-focused interventions.
  • Develop a comprehensive project design framework, including:
    • A Theory of Change (ToC) integrating climate resilience, gender equality, and youth leadership, linking local interventions to broader climate mitigation and social inclusion goals.
    • Strategic objectives, outcomes, and measurable indicators for implementation and impact assessment.
    • Key intervention areas and activities incorporating inclusive, evidence-based approaches for children, families, and communities.
    • A stakeholder engagement and partnership strategy to ensure multi-level collaboration and co-ownership.
    • A sustainability and scaling strategy to support long-term impact, replication, and adaptation.
  • Provide actionable recommendations for next steps, including partnership development, proposal opportunities, and capacity-building needs to strengthen Plan International Thailand’s climate programming and funding potential.

 

5. Expected Deliverables

  • Inception Report – outlining the work plan, timeline, deliverables, and proposed approach for country-level consultations.
  • Comprehensive Context Analysis Report – including overview, risks, opportunities, and priority areas for intervention.
  • Program Review and Entry Points Report – with recommendations for integrating climate resilience approaches.
  • Funding Analysis Brief – reviewing donor priorities and alignment opportunities for IKI, GCF, and other green financing mechanisms.
  • Consultative Workshops and Stakeholder Engagement Report – summarizing insights and strategic recommendations.
  • Comprehensive Project Design Framework – including ToC, strategic objectives, outcomes, indicators, interventions, stakeholder engagement strategy, and sustainability/scaling plan.
  • Actionable Recommendations for Next Steps – guidance on partnerships, proposals, and capacity-building needs.
  • Final Deliverable Package – cohesive set of all reports, frameworks, and supporting materials ready for donor submission and internal decision-making.

 

6. Duration and Timeline

The consultancy will span over 6 weeks, commencing on 17 November 2025 and concluding by 26 December 2025. A detailed work plan with milestones will be finalized during the inception phase.

 

7. Reporting and Coordination

The consultant will report directly to the Programme Director, with technical support from the MERL team, Child Protection and Gender Specialist, and Business Development team. Regular coordination meetings will be held to review progress and provide feedback.

 

8. Required Qualifications

  • Education and Professional Background:
    • Advanced degree in Environmental Science, Climate Change, Sustainable Development, Social Sciences, Gender Studies, or related fields.
    • Proven experience in climate change adaptation/mitigation, disaster risk reduction, or environmental resilience.
  • Technical Expertise:
    • Strong knowledge and practical experience with NbS, climate-smart livelihoods, child-centered DRR, and gender-responsive, youth-led climate action.
    • Experience integrating climate resilience with social inclusion, youth empowerment, and gender equality.
    • Familiarity with green finance mechanisms, including IKI, GCF, and other institutional donors.
  • Project Design and Research Skills:
    • Demonstrated ability to develop project frameworks, ToC, results frameworks, strategic objectives, and measurable indicators.
    • Strong research, analytical, and report-writing skills, with experience conducting context analyses, program reviews, and donor mapping.
    • Proven capacity to facilitate stakeholder consultations, participatory workshops, and multi-stakeholder engagement.
  • Other Requirements:
    • Minimum 7–10 years of professional experience in climate change, resilience, or related humanitarian/development programs.
    • Experience working with children, youth, and vulnerable populations is highly desirable.
    • Excellent written and verbal communication skills in English; proficiency in Thai is required.
    • Strong organizational and time-management skills to deliver quality outputs within the 6-week timeframe.

 

9. Budget and Payment Schedule

The consultant will propose a budget inclusive of all taxes, travel, and logistics. Payment will be made in three installments:

  • 30% upon approval of the Inception Report;
  • 30% upon submission of the Consultative Workshops and Stakeholder Engagement Report;
  • 40% upon acceptance of the Final Deliverables.
