We are seeking qualified candidates for People & Culture Manager based in Asia Pacific Hub in Bangkok, Thailand.

People & Culture Manager (Job requisition – 20252000838)

Job Summary

The People & Culture Manager oversees country office P&C operations, ensuring full compliance with local laws and FHI 360 policies. This role manages recruitment, employee relations, performance management, learning and development, payroll, and benefits administration. Manages expatriate employees visa and work permit.  P&C Manager reports to P&C Partner I. Responsible for execution of P&C administrative processes and support. Processes forms and P&C system updates related to new hires, change-of- status, performance evaluations, benefits changes, separations etc.

The P&C Manager is the primary advisor to the country leadership team and ensures alignment of people practices with organizational priorities.

 Accountabilities

Oversees all country-level P&C functions and processes. Provides strategic advice on workforce planning and talent management. Manages employee relations, including investigations and resolution. Oversees recruitment, onboarding, and retention strategies. Ensures compliance with labor laws, organizational policies, and donor requirements. Supervises and develops P&C staff in the country office/ assigned country P&C staff.

Recruitment:

            Establishes recruiting requirements by studying organization plans and objectives; meeting with managers to discuss needs.

            Coordinates posting of job openings on internal and external websites.

            Determines applicant qualifications by analyzing responses; verifying references; comparing qualifications to job requirements.

            Develops and maintains candidate records for interviews and performs background and reference checks.

            Manages candidates through the entire recruitment process from initial contact to hire date.

            Responds to inquiries from candidates and hiring managers about job openings and position postings.

Visa and work permit

            Serves as point of contact for expatriate employees with questions related to visa and work permit.

            Coordinates with new expatriate staff for visa and work permit renewal.

            Liaises with outsourced visa and work permit agent, Department of Employment and other government agencies for visa and work permit renewal for expatriate staff and their dependents.

            Keeps track of expatriate staff and dependent visa and work permit renewal schedule and ensure that visa and work permit are renewed before the expiration date.

New employee on-boarding and employee exit process

            Ensures that all new employees completed necessary documents and acknowledged FHI 360’s policies and procedures.

            Ensures that Personnel files are completed and up-to-date.

            Serves as initial point of contact for employees with questions related to

their personal employee information and employee’s welfare and benefits.

            Coordinates with other departments to arrange new employee orientation and provide necessary set up for new-hire.

            Processes various forms related to documenting human resources activities such as new-hire, change-of-status, performance evaluations, benefits, terminations, etc.

            Prepare exit checklist to staff and ensure that the list is completed upon staff departure

Employee time reporting

·       Manages employee time reporting system in terms of updating System for employees.

            Monitors employee timesheet status to be in compliance with FHI 360’s Employee Time Reporting Policy.

            Ensure that employees receive necessary training, support and update on employee time reporting policy and procedure.

Learning and Development

            Manages communication efforts to increase employee’s awareness on FHI 360’s value, staff development program, employee engagement activities.

            Coordinates employee recognition programs, service award, staff retreats.

  Payroll Administration

            Prepare and update employee pay information in payroll system

            Coordinate with payment team to process payroll.  

Employee benefits

            Manages staff health and life insurance and social security benefits.

            Manages annual physical checkup and influenza vaccinations

            Manages staff social security and workmen compensation registration

 

Human Resources Policy and Procedure

            Implements FHI 360 P&C policy and manual for local employees.

·       Performs other duties as assigned.

·       Strong leadership and staff development skills.

·       Ability to manage competing priorities in a fast-paced environment.

·       Resolves complex, high-impact P&C issues.

·       Shapes P&C strategy for the country office.

Supervision Given/Received

·       Report to People and Culture Partner

·       Supervises assigned country office P&C team members.

Education & Experience

·       Bachelor’s degree required; Master’s or HR certification preferred.

·       7–9 years of progressive HR experience, including management.

·       Fluency in spoken and written Thai and English
