| Methodology |
The process will be a desk review of relevant documentation, such as the evaluations(baseline, midterm, EOP evaluations), annual reports, and any research pieces/lessons learned documents of the following projects (AMWRE, ECMA, CSO-DPMAR, and SCSO CNMRP). A preliminary review will be completed and a list of criteria established to determine which documents will be considered. Depending on the quality of the data, the desk review may be supplemented by interviews with key stakeholders from partner offices involved in the implementation of the projects, where possible. The data will then be coded and analyzed according to a structure developed after the preliminary analysis. |

Background and Context for this Evaluation
ADRA has been working to strengthen and empower marginalized and vulnerable migrant workers in Mae Sot, Tak Province, Thailand for over decades. Primarily focused on building the capacities of local CSOs (Thai and Migrant worker led) to effectively advocate for improvement in human rights and living/working conditions for migrant workers. ADRA’s approaches centred on trying to enable grass-root CSOs to effectively collaborate with NGOs, private sectors and government duty bearers; regarding labour rights and occupational health and safety conditions for migrant workers.
ADRA’s approach was developed based on the understanding that while the implementation of labour laws and policies are in place, migrant workers still face difficulties in accessing basic labour and human rights. Therefore, a comprehensive strategic advocacy and competency of key actors to advocate migrant labour and human rights was/is needed. This approach was implemented over, 4 successive projects between 2009 – 2025.
All four projects aimed to reduce the social and economic vulnerability of segregated migrant workers and support their integration into society by applying a strategic advocacy to strengthening and empowering them. The methodologies to implement these actions focused on maximising capacity of CSOs, Myanmar Migrant-led organization, on migrant rights advocacy strategy and engaging them in migrant policy dialogue platforms to be able to advocate for policy changes and improve the situation of migrant workers. These specific methods were developed in line with ADRA’s strategic framework on contributing to the growth of local organizations for sustainable project implementation. Such methods included the following:
Key Stakeholders can be interviewed or surveyed
The Labour Protection and Welfare Provincial Office (LPO) has been a key partner in ADRA’s migrant advocacy projects, providing valuable guidance on the implementation of the Factory Model Initiative. As a government agency committed to promoting and protecting labour rights, the LPO plays a crucial role in offering legal assistance to migrant workers and monitoring labour law compliance in the target factories. One or two LPO staff members who have participated in two or three projects can be interviewed.
The Federation of Thai Industries (FTI) has also played a central role in implementing the Factory Model Initiative, helping to coordinate with factories and offering strategic guidance on project implementation. FTI is part of the consultative team responsible for identifying target factories in collaboration with ADRA, with the shared goal of promoting a safe and fair working environment. Interviews can be arranged with one or two FTI representatives who have been actively involved in two or three projects.
Civil Society Organizations (CSOs) in Mae Sot, led by Thai and/or Myanmar workers, have also been key local partners. Several CSOs have received technical and financial support through the projects, a few of them selected to receive sub-grants. A short survey using google form can be circulated among sub-granted CSOs and selected members of the Migrant Rights Promotion Working Group (MRPWG) who have been engaged in two or three projects.
The Migrant Working Group (MWG) serves as a national platform for migrant rights advocacy. Key MWG staff have provided technical support to the local MRPWG platform during the last two projects. ADRA and the Human Rights and Development Foundation (HRDF) continue to collaborate with MWG on the current migrant project. An interview with MWG’s key staff can be arranged.
The Human Rights and Development Foundation (HRDF) has participated in three previous projects, serving in various roles including partner, sub-grantee, and co-implementing partner (co-applicant of the EU project). Interviews can be conducted with both their field-based Project Coordinator and their Bangkok-based Program Director.
ADRA Thailand staff who have been involved in the previous projects are also available for interviews.
Timeframe and duration of the evaluation

Note: ADRA will cover the costs of translation or interpretation for stakeholder interviews if necessary.
Reporting and Management
This consultancy will be managed and supported by ADRA Thailand. The consultant will report to the Program Director of ADRA Thailand.

Evaluation of application
Applications will be reviewed by a selection committee within seven days of the application deadline, with a focus on the consultant's qualifications. Only shortlisted candidates will be contacted. Applicants who do not receive a response within 14days of the application deadline should consider their application unsuccessful.
