The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking an experienced professional, or team of professionals, to assist us in adapting trauma-informed care (TIC) principles into the existing working practices and systems of the Ministry of Labour and Royal Thai Police for interviewing workers and potential victims of forced labour and labour trafficking.

During recruitment, the selection panel may opt to select two individuals from the applicants that we may propose to work together to deliver the consultancy.
Project BackgroundAn absence of clear implementing guidelines for Thailand’s forced labor law (Section 6/1 of the Anti-Trafficking in Persons Act) over the past few years has resulted in confusion in distinguishing between forced labor (FL), labor trafficking (LT) and Labor Protection Act cases among national, specialized trafficking in persons (TIP) units and others responsible to identify such cases, including the Royal Thai Police (RTP), Department of Special Investigation (DSI), provincial social welfare officers, Ministry of Labor (MOL), Department of Labor Protection and Welfare (DLPW) officers, and Department of Fisheries (DOF) port-in, port out (PIPO) inspectors.
To help address these gaps, IJM Thailand has secured a grant from the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP) to support Thai government agencies in implementing a justice system strengthening project related to these issues.
The project, Equipping Thai Officials to Identify and Investigate Forced Labor and Labor Trafficking: Improving Case Outcomes and Victim Engagement through Enhanced Capacity Building, aims to build the Thai government’s capacity to enforce its TIP laws in a trauma-informed, victim-sensitive manner, equipping frontline officials with guidelines and training needed to ultimately increase the number of FL/LT cases identified and improve case investigation outcomes.
Responsibilities
Develop a trauma-informed interview guideline and techniques for MOL’s frontline officers who work on forced labour and trafficking in persons (TIP) cases. The guideline will be in Thai language. The final product will be incorporated as an annex of the Ministry of Labour’s Forced Labor Standard Operating Procedure (FL SOP), providing a practical approach for MOL’s personnel, including labour inspectors, when conducting interviews with potential victims of forced labour/TIP.
Develop a guideline on trauma-informed care investigations and interviews for law enforcement officers working on forced labour and trafficking in persons cases in Thailand. The guideline will be in Thai language. The final product will be incorporated as an annex of the FL SOP.
Lead workshops with identified stakeholders for validation of and finalize the guidelines. IJM will support the consultant/s in identifying relevant stakeholders as well as inviting them.
Consultant(s)/team will work under the overall management of IJM Thailand’s Project Director.
