POSITION TITLE:    Junior Operations and Finance Assistant

LOCATION:               Bangkok

PROJECT:                 USDA Thailand Regional Agriculture Innovation Network (RAIN)

REPORTS TO:           Operations and Finance Director

 

Winrock International (Winrock) is a non-profit organization that works worldwide to increase economic opportunity, sustain natural resources, and protect the environment. The USDA Thailand Regional Agriculture Innovation Network (RAIN) is a five-year project, implemented by Winrock International, starting from 2022 to 2027, and aims to promote production, trade, and increase climate resilient in six agricultural value chain crops in Thailand, namely rice, cassava, coconut, durian, mangosteen, and longan. The project will identify climate-smart agricultural practices and technologies and will select and promote up to 30 technologies and services in the value chains focusing on 11 provinces in Thailand (Chaiyaphum, Chanthaburi, Chumphon, Chaing Rai, Chaing Mai, Khon Kaen, Lampoon, Nakhon Ratchasima, Nakhon Sri Thammarat, Ratchaburi, and Samut Songkram). The project supports conducting studies, grants for developers, capacity-building programs, and financial mechanisms to promote the adoption.

 

POSITION SUMMARY:

Winrock International is seeking candidates for a Junior Operations and Finance Assistant position to support the day-to-day general administration, financial functions, and grants for the USDA Thailand Regional Agriculture Innovation Network (RAIN) project, which is based in Bangkok, Thailand.

 

ESSENTIAL RESPONSIBILITIES:

  • Support the project team members with office supplies, stationery, project commodities inventory management, IT support and other general administrative duties
  • In close coordination with Administrative and Logistics Specialist, assist in the preparation of meetings, training and workshops, including necessary follow-up of required supporting documentation with the participants (staff and non-RAIN staff);
  • Assist Administrative and Logistics Specialist in preparing procurement documents according to USDA and Winrock International’s policies and procedures and develop procurement requests for supplies, furniture, equipment, and services as requested (i.e., obtain quotations, prepare purchase orders, and related procurement documents).
  • Support travel and accommodations requests, following USDA and RAIN policies and procedures, including booking hotels, ground transportation, and/or air travel.
  • Assist the team with travel requirements, travel expense claims, operational advance requests, and cash advance settlements.
  • Petty cash custodian for the project and ensure that petty cash log is recorded daily and ensure that expenditures under petty cash follow USDA and Winrock International’s policies and procedures
  • Maintain and monitor the e-filling of the Ops team documentation in internal SharePoint.
  • Support other financial and administrative needs of the RAIN team in Bangkok and the field office.
  • Conduct daily financial tasks, including reviewing receipts and other documentation, reviewing expense reports, and other basic finance duties.
  • Ensure project adherence to local laws, USG regulations, and project contracts.
  • Perform other related duties as required.

 

QUALIFICATIONS AND REQURIEMENTS:

Education:         A bachelor’s degree is required in the relevant field.

 

Qualifications: The ideal candidate will have the following experience and skills

  • Minimum 1 years of progressive experience in field office administrative support.
  • Prior USG project experience is an advantage.
  • Well communication skills (both written and verbal).
  • Attention to detail and ability to organize paperwork methodically.
  • Able to multi-task, meet deadlines, and produce quality documents.
  • Good computer software skills in MS Suits
  • Good written and spoken English required.
