Position Title: Energy Policy and Solar Energy Senior Specialist Consultant
Type of Contract: Fixed total price and monthly base rate, subject to annual budget allocations
Duration of Contract: 2 Years 7 Months

Background:

The Thai Renewable Energy (RE100) Association is seeking qualified candidates for the position of Energy Policy and Solar Energy Senior Specialist Consultant under the project entitled “Study on Thailand’s Energy Policy for Energy Transition and Carbon Neutrality for VRE Penetration” (hereafter referred to as “the Project”). This initiative aims to facilitate the transformation of Thailand’s power and transport sectors through technology and knowledge transfer, alongside the development of supportive policy, regulatory, and business frameworks.
The Project constitutes a strategic component of Thailand’s broader decarbonization agenda and is designed to accelerate progress in the renewable energy, sustainable transport, and low-carbon industry sectors. It will deliver outcomes under the following three primary outputs:
•    Output I: Development of technological pathways to decarbonize the power, transport, and industry sectors.
•    Output II: Formulation of policy, market, and regulatory recommendations to enable rapid transformation within the energy, transport, and industry sectors.
•    Output III: Design and successful piloting of innovative solutions aimed at advancing carbon neutrality through implementation in a City Lab environment.

The Project is implemented through a collaborative consortium comprising the following

key institutions:
•    School of Renewable Energy and Smart Grid Technology (SGtech), Naresuan University
•    King Mongkut’s University of Technology Thonburi (KMUTT)
•    Agora Energiewende
•    Agora Transport
•    Fraunhofer
•    Electric Vehicle Association of Thailand (EVAT)

Scope of work:

The Consultant shall be responsible for the following key tasks:
•    Collaborating with consortium partners and RE100 stakeholders to provide evidence-based policy recommendations for energy and renewable energy development, with an emphasis on solar energy, both within Thailand and in international contexts.
•    Leading and facilitating engagement with stakeholders across governmental and private sectors to ensure effective implementation of project activities.
•    Contributing technical and policy expertise in support of the achievement of the three primary project outputs, ensuring alignment with the broader objectives of energy transition and carbon neutrality.

Qualifications:
•    Demonstrated expertise in energy policy and renewable energy systems, particularly with regard to solar energy, and a strong understanding of both Thai and global contexts.
•    Proven experience in developing or advising on policy and technical solutions for decarbonization and transitions in the energy and transport sectors.
•    Exceptional facilitation and communication skills, with the ability to effectively engage a diverse range of stakeholders, including policymakers, industry leaders, and civil society actors.
•    Cultural sensitivity and the ability to tailor approaches and methodologies to suit varied social, institutional, and cultural contexts.
•    Strong analytical capabilities and excellent written communication skills, with a track record of producing high-quality technical and policy reports.
•    A high degree of professionalism, integrity, and commitment to ethical conduct in all aspects of work.
