Job Title: Senior Administrative Officer

Department : Operation                                                                 Job Family: Operation

Reports to:  Human Resource and Operation Manager                Job Grade: BG-9

Location: Bangkok, Thailand 

Direct Reports: Administrative Officer, Office Maid

Role Overview: The Senior Administrative Officer is responsible for administrative, HR, and financial functions of Amnesty International Thailand. This includes coordinating with programmatic staff and country implementing partners, managing logistical and operational needs, and supporting governance activities in collaboration with the Human Resource and Operation Manager. 

Key Accountabilities/ Responsibilities: 

Administration and Logistic 

Recruitment and Talent Acquisition 

  • Manage office disbursements and verify purchases. 

  • Perform annual asset verification and maintain accurate records. 

  • Arrange logistics for meetings, workshops, and events, including travel, visa arrangements, and materials preparation , including filing of supporting documents for expenses and claims. 

  • Support the Growth Mobilization Department in organizing the Annual General Meeting. 

  • Liaise with government offices for administrative tasks, such as updating board committee records. 

  • Maintain office equipment and fixed assets, ensuring proper usage and maintenance. 

  • Greet visitors, answer phone calls, and provide professional communication support. 

Human Resources 

  • Update related legal framework and liaised with the relevant authorities. 

  • Assist expatriate staff in preparing all necessary documents to apply for work permits/visas. 

  • Assist in recruitment by preparing job descriptions, posting ads, and managing the hiring process. 

  • Provide new staff with induction materials and orientation. 

  • Maintain records of staff leave, travel, and other HR-related data. 

  • Assist in performance appraisals and training and development programs. 

  • Supervise administrative staff and provide guidance. 

Governance Coordination: 

  • Assist in preparing for board meetings and governance activities. 

  • Ensure accurate filing and documentation related to governance matters. 

IT and Finance support 

  • Oversee IT services and ensure they meet organizational needs. 

  • Manage petty cash, ensuring accurate documentation and compliance. 

  • Verify vouchers and payment documents for financial accuracy. 

  • Volunteer and Intern reimbursement 

Education & Certifications 

  • Bachelor’s degree, preferably in business administration, and other related discipline is required.  

Essential Experience 

  • Minimum 5 years of experience in administration, preferably NGOs or INGOs.  

  • Has demonstrated a sound understanding of administrative operating standards to resolve issues through day-to-day work. 

  • Has provided ad-hoc guidance to new staff members. 

  • Experience and in-depth understanding of Admin principles and their application to respond to and resolve a range of complex Admin queries. 

Essential Knowledge 

  • Proficient in advanced MS Office skills in Excel and PowerPoint is required. Working. 

  • Experience and knowledge of human rights and social justice and/or education, desirable. 

  • Knowledge of HR functions (e.g., pay & benefits, recruitment, training & development.

  • Proven communication and influences skills with the ability to coordinate and build effective relationships at all levels of the organization. 

  • Advance in written and spoken English and native / national language. 

  • Work on own initiative with minimum supervision and to stay on task.

  • Problem-solving and decision-making aptitude. 

  • Flexibility and adaptability: Able to adjust themselves quickly to unexpected challenges and changing requirements.
