 5. POSITION TITLE: OPH Project Management Specialist (HIV), FSN-11

 6. MARKET VALUE:  THB 1,366,876 – 2,392,029 per annum equivalent to FSN-11 in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

 7. PERIOD OF PERFORMANCE:  Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

 8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

 9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

11. STATEMENT OF DUTIES

 11.1. General Statement of Purpose of the Contract

The USAID Project Management Specialist (HIV) (Regional HIV Key Populations Program Advisor) is located in the Office of Public Health (OPH) in the U.S. Agency for International Development/Regional Development Mission for Asia (USAID/RDMA). The incumbent is responsible for overseeing and advising client missions on comprehensive HIV services for the most underserved populations in the region (people who inject drugs, men who have sex with men (MSM), sex workers, and transgender people). Outreach to these groups is paramount to attaining host country and the United States Government’s goal to achieve HIV epidemic control through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) program.

The incumbent is the only full-time regional technical advisor on this subject based in the Asia Region. The incumbent serves as the region’s recognized technical expert on HIV prevention, treatment, and care and support for Key Populations (KPs). The incumbent works to control the epidemic by advising missions and overseeing the roll-out of more effective methods to reach, test, treat, and retain these KPs in key services.  The incumbent is expected to recommend the scale-up of successful approaches and sustainable KP programming for client missions. The incumbent serves as a technical advisor for the Global Health Bureau’s KP programming mechanism.  The incumbent participates in the design and launch of any new regional technical assistance mechanism(s) specifically aimed at supporting the region’s KP networks and KP-led community services as well as to participate on program evaluations and management reviews to determine program effectiveness.  The incumbent also represents USAID at regional meetings convened by host countries, PEPFAR, other donors or U.S. Government (USG) agencies such as the U.S. Centers for Disease Control and Prevention (CDC) and has significant region-wide engagement with CDC advisors on all KP programming, HIV prevention, treatment, and follow-up care for KPs. This position reports to the HIV Deputy Team Leader or his/her designee.

11.2. Statement of Duties to be Performed 

A. Technical Advisory Services and Regional Technical Leadership: 40%

• Provides both in-person and virtual technical assistance to client missions across diverse subregions of Asia on a wide range of topics including the scale-up of new outreach strategies such as social network strategies and enhance peer outreach approaches (EPOA) and innovative on-line approaches to educate KPs on HIV Self-testing (HIVST).  
• Carries out and documents regular in-person and virtual site visits and meetings with representatives of KP organizations across the region to review progress, to identify constraints, to address areas for improvement, and to track progress on KP programming for each mission.  
• Advises USAID country teams across Asia on the preparation of KP-related scopes of work and serves as a “thought leader” on all aspects of KP programming. 
• The job holder is conversant on the full range of USAID HIV/AIDS central and bilateral mission contractual mechanisms applicable for KP programming. 
• Serves as the KP expert on interagency PEPFAR country teams and liaises directly with resident interagency members of the CDC on KP program planning, including the integration and scale-up of biomedical prevention interventions for high risk KP populations.
• Serves as the resident subject matter expert (SME) on scaling-up comprehensive HIV/AIDS prevention and treatment services for key populations that include:
  1. Engages key populations-led organizations and leaders in the design, development, implementation and evaluation of effective programming;
  2. Identifies target populations and comprehensively assesses risk and service access in several Asian and Pacific countries including migrant sex workers;
  3. Diagnoses HIV service gaps and identifies barriers for KPs to access services;
  4. Scales up successful approaches and ensures KP services are sustainable over time, including approaches funded under the PEPFAR Key Populations Investment Fund (KPIF);
  5. Tracks regional trends in attaining KP program targets; 
  6. Scales up appropriate social and behavioral change communications to improve KP client demand for services; and
  7. Provides formal and on the job training for HIV teams across the region on various KP topics. 

• Serves as the resident regional expert on sexual and gender-based violence (SGBV) as key populations are also often victims of gender-based violence and face societal stigma and discrimination, harassment, and other barriers to accessing comprehensive HIV services.  Responsible in contributing to gender analyses for activities and strategies, activity reporting and staying abreast of the technical literature on the prevention of gender-based violence (GBV).
• Participates as a regional technical expert along with the Global Health Bureau/Office of HIV/AIDS (OHA) on quarterly PEPFAR Oversight Accountability Response Teams (POART) team meetings for client missions. Reviews client mission data and program performance against targets. 

B. Regional Technical Assistance and Client Missions’ Support: 30%

• Supports numerous client missions in diverse subregions of Asia during designs, evaluations, management reviews, strategic planning exercises and major studies that involve key populations. 
• Stays abreast of all regional HIV KP-related data and studies relevant to new designs.
• Serves as an integral member of the USAID Asia KP team and carries out in-country temporary duty (TDY) assignments and TDY to client missions.    

C. Program, Project and Activity Management: 20%

• Serves as an Activity Manager, for assigned contracts, cooperative agreements, and grants. For any future bilateral awards, may potentially serve as Agreement/Contract Officer’s Representative (A/COR) and fulfills all A/COR responsibilities as described in the delegation letter from the Agreement/Contract Officer.
• Maintains up-to-date on all new Office of HIV/AIDS (OHA) mechanisms to advance KP programming across the region. 
• Liaises with the OHA/AOR on the Global Key Populations Mechanism and supports country HIV managers using this mechanism. 
• Collaborates closely with the KP implementing partners (IPs) on a regular basis to ensure program results are achieved and all KP activities are properly monitored. 
• Conducts regular in-person and virtual site visits and meetings with KP representatives of each organization to review progress, identify constraints and suggest corrective action in cases where programs are not reaching the anticipated host country and PEPFAR targets.
• Confers with client missions on the budgets allocated to implementing partner awards. 
• Liaises closely with the OPH Development Assistance Specialist (Budget) to review budgets for appropriateness, quarterly pipeline reviews and budget status reports, providing advice for budget realignment and accruals monitoring.
• Advises country teams on preparation and analysis for quarterly PEPFAR Oversight Accountability Response Teams (POART) meetings. 

​​​​​​​D. Representation and Coordination:  10%

• Works closely with the interagency PEPFAR country team members including CDC, the United States Department of Defense (USDOD) and Peace Corps, senior and mid-level host government staff, implementing partners on KP programming. 
• Actively participates in the Office of the Global AIDS Coordinator and Health Diplomacy (S/GAC)-led regional coordination meeting and prepares position papers and technical data to inform the interagency discussions and decision meetings.
• Prepares on a periodic basis as needed briefings for congressional and executive level delegations, and other high-level visitors on matters within the incumbent’s technical expertise. 
• Participates in structuring the visits and serves as a spokesperson on KP activities along with host country experts and serves as control officer for high-level visits as required. 
• Drafts oral and written reports on the progress of assigned program activities for an audience that includes USAID and PEPFAR country teams. 
• Responsible in developing monthly, quarterly, and annual reports for agreements directly managed.
• Represents USAID/RDMA at technical, policy and strategic planning meetings including meetings with external partners and the leading donors including the Global Fund, the Joint United Nations Program on HIV/AIDS (UNAIDS), the United Nations Development Program (UNDP) and the United Nations Children’s Fund (UNICEF).

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

 11.3. Supervisory Relationship
This position reports to the Project Management Specialist (HIV Deputy Team Leader) or his/her designee.

 11.4. Supervisory Controls
Full supervision of other USAID staff is not contemplated.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: Master’s degree in public administration, public management, public health, sociology or related field is required.
2. Experience: :  A minimum of five (5) years of professional international health program management or HIV is required.  At least three years of this expertise must be with a bilateral, multilateral donor or local organization developing, implementing and evaluating HIV prevention programs that target the most vulnerable hard-to-reach key populations in several Asian countries. 
3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855 is required.

III. SELECTION PROCESS:

To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror.
