Job title: Senior Programme Officer (STI Coordination)

Terms: Full time (up to 2 years with possible adjustments to align with the official start date of the project) 

Working time: 35 hours per week with a hybrid working pattern 

Requirements: Can occasionally travel within and outside the country ; Thai National only

Salary: 40,000 - 43,000 THB, one-year contract with the possibility of extensions

As the ASEAN region strives to become the world's fourth-largest economy by 2030, positioning itself at the forefront of advancements in science and technology will be a key driver in supporting sustainable, inclusive, and rapidly growing economies. AUN/SEED-Net and the Japan-ASEAN Science, Technology, and Innovation Platform (JASTIP) are well-positioned to contribute to ASEAN's goals, given their long-standing track records of academic and research cooperation aimed at addressing societal issues and fostering socio-economic development in the ASEAN region.  

Aiming to address societal issues such as climate change, carbon neutrality, disaster risk reduction, and the loss of biodiversity, the ASEAN University Network (AUN), in collaboration with JASTIP and AUN/SEED-Net, endeavors to establish a sustainable Science, Technology, and Innovation (STI) coordination platform between ASEAN and Japan. This platform seeks to foster the next generation of STI leaders, empowering them to play a crucial role in consistently promoting collaborative research and cooperative education. Additionally, it aims to create an effective ecosystem for institutional capacity building in STI. 

To do so, this project will implement the following activities; (1) Organizing ASEAN and Japan STI coordination symposium, (2) Conducting training programs for STI coordination, (3) Implementing seed-funding program of STI Coordination for next-generation coordinator (4) Providing pre-award support for the development of joint research proposals, and (5) Establishment of open knowledge-sharing system for STI coordination.

  1. Organizing ASEAN and Japan STI Coordination Symposiums in 2025 and 2026 

  • Coordinate with relevant stakeholders across various sectors to organize and execute two symposiums in 2025 and 2026 

  • Create reports and presentations on the progress of the project to be presented during the symposiums 

  1. Conducting training programs for STI coordination 

  • Plan and execute training program, internship program, seminars, symposiums within specified timeframes 

  1. Providing pre-award support for the development of joint research proposals 

 

  • Regularly evaluate and refine the program's effectiveness using various M&E methods and tools, such as, surveys, interviews, cost-benefit analysis, log frame, etc. 

  • Strategize and execute PR initiatives to enhance programs’ visibility and foster engagement with key stakeholders 

  • Maintain organized records and documentation related to the program 

  1. Establishment of open knowledge-sharing system for STI coordination 

  • Spearhead the project and coordinate with relevant parties and external vendors to develop a comprehensive portal site serving as a knowledge sharing platform 

  • Collaborate with counterparts to devise and implement strategic plans to ensure sustainability of the platform 

  1. Create financial reports of the activities above 

  • Manage funds including monitoring the use of funds by the recipients.  

  • Create financial reports in accordance with the project’s financial regulations. 

 

Essential qualifications, skills and experience:  

  • At least 5 years of experience in project management with a focus on international collaboration in research, education, or any relevant fields 
  • Leadership skills and experience leading a project or a team 
  • Numeracy skills and experience in financial management 
  • Experience in monitoring and evaluation of projects 
  • Experience working in an international organization or multicultural setting 
  • Proven track record of organizing events, training programs, and managing collaborative projects 
  • Knowledge of Microsoft Office applications and tools 
  • Excellent communication and interpersonal skills 
  • Ability to work independently and collaboratively in a dynamic, multicultural environment 

 

Language requirements: English  

Level of language required:  

  • English: Good command of spoken and written English, equivalent to IELTS 6 or above 

 

Desirable qualifications, skills and experience:  

  • Relevant experience and/or qualifications in STI, and regional cooperation projects.  
  • Experience in data and information management 
  • Knowledge of website design, creation, and management
