Main Purpose

Coordinating and supervising the implementation of the Finance and Accounting procedures tools and ensuring the correct use of Financial Resources at project level according to DWBT protocols, standards and procedures in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the project. Supporting the Capital Office with information on Thai local compliances for Doctors Without Borders Thailand Co. Ltd. and helping the team to comply with the same.

Accountabilities

• Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliations) in order to anticipate expenses at project level and to optimize cash needs and its security.
• Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to DWBT guidelines and rules, and using the respective software in place.
• Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality.
• In close collaboration with the Finance Coordinator, in defining, analysing and following-up the project budget, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed.
• Ensuring financial reporting of the Project (Field Financial software) monthly closure, sitreps, external donors, etc.
• In close collaboration with the Finance Coordinator, following up all service contracts in project sites (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that DWBT staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.

DWBT Section/Context Specific Accountabilities

• Treasury management at Bangkok capital level (Cash and Bank payments)
• Accountancy booking for capital in FFC (Finance Field Connection) in coordination with Accounts Manager
• Supporting ACMA for Internal Control as per DWBT standards in all project locations with regular visits.
• Supporting ACMA for accountancy review for the projects with physical documents and the quality of the vouchers before sending it to Accounting Firm in Bangkok.
• Maintaining archiving at Bangkok level for all the projects in Thailand.
• Point person in Thailand with Accounting Firm and all the bank accounts for Doctors without Borders Thailand.
• Supporting Finance Coordinator in budgeting (Annual Plan, Mid-Year Review and Budget Follow ups)
• Performing Internal Audits in projects with support of Finance Coordinator and Accounts Manager and helping the team to improve.
• Able to cover/support the project while the admin will be out.
• Reconciling the accountancy data of DWBT with FFC bookings and Accounting Firms booking which is reported to the authorities.
• Able to cover/support the administration task while the HR in charge will be out.

Requirements

Education

• Essential, degree in finance, management (business) or administration

Experience

• Essential, working experience of at least two years in relevant and similar jobs.
• Desirable working experience with DWBT or other NGOs, in developing countries
