Position Summary:

Pact seeks a Program Management & Advocacy Advisor for the USAID/RDMA-funded “Empowering the Truth Tellers: Asia Investigative Reporting Network Activity” (AIR Network) project, an Associate Award under the Civil Society and Media-Strengthened Together and Advancing in New Directions (CSM-STAND) leader with associates award. AIR Network aims to strengthen capacity, networking and collaboration among Asian investigative journalists and newsrooms that produce cross-border investigative reports of regional and global importance on transborder crime and corruption. The geographic scope of this program includes the countries of Southeast Asia (including Thailand, Indonesia, and the Philippines) and will take place over a five-year period.

The Program Management & Advocacy Advisor will work closely with AIR Network Chief of Party to support the overall management and technical implementation of AIR Network, including but not limited to the following duties: leading civil society networking and advocacy interventions, coordinating annual work planning processes, monitoring the implementation of program activities, liaising and coordinating with program stakeholders, preparing regular reports for donors and partners, and providing administrative and operational support, as needed. The Program Management & Advocacy Advisor will collaborate with the program’s Monitoring, Evaluation, and Learning Manager to monitor activity implementation progress and advise the Chief of Party on corrective action if/as necessary. This position will be based in Bangkok, Thailand and will report to the AIR Network Chief of Party.

 

Essential Duties and Responsibilities

  • Support the Chief of Party in daily tasks related to project management, including regular coordination with program consortium partners, thematic experts, media, civil society organizations (CSOs), government officials, private sector stakeholders and other relevant partners to advance AIR Network objectives.
  • Support the Chief of Party to build and maintain strong relationships with key activity stakeholders to ensure opportunities for trusted learning exchange and collaboration.
  • Lead the formulation of innovative approaches for impactful civil society and media collaboration, focusing on enabling and facilitating CSO participation in advocacy, networking, and investigative reporting-based campaign activities.
  • Lead or support the development and implementation of investigative reporting informed advocacy strategies with key program partners at the grassroot, subnational, national, and regional levels to advance governance and accountability reforms.
  • Coordinate annual work planning processes, lead or support the development of activity concept notes, and support the implementation of annual pause-and reflect sessions.
  • Document successes, lessons learned and challenges and produce program activity reports, including routine weekly/biweekly, quarterly and annual reports. Develop or support the development of comms materials, such as flyers or PowerPoint presentations summarizing the program’s results and evidence.
  • Provide administrative, operational, and logistical support, including event coordination, as needed.
  • Support the technical administration and management of civil society grants, as needed.
  • Contribute to the management and monitoring of program budgets, as needed.
  • Comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

 

Minimum Requirements:

Education and Experience:

  • Master’s degree and 8+ years relevant experience or equivalent combination of education and experience.
  • At least five (5) years of demonstrated experience coordinating donor-funded programs on civic engagement, advocacy, and communication and outreach; experience with media and civil society programming preferred.
  • Knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
  • Must have professional fluency in written and spoken English. Regional language skills are preferred, but not required. Knowledge of the political, social, and economic context of Southeast Asia.
  • Knowledge of and experience with USAID-funded democracy, human rights, or governance programming preferred.
  • Experience with monitoring, evaluation, and learning for international development programs preferred.
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc.
  • Experience in the layout and design of digital media

Additional Qualifications:

  • Strong understanding of civil society and CSOs alliance/networking in Southeast Asia
  • A Strong communication, interpersonal, negotiation, and relationship management skills and experience
  • Demonstrated experience in building and maintaining relationships and networks with individuals, communities, development partners and other relevant stakeholders.
  • Ability to travel within Southeast Asia to facilitate or support training sessions, peer learning events, and other networking events as needed.
  • Strong organizational skills, preferably in the context of network/stakeholder management
  • High degree of professionalism and ability to deal sensitively with confidential material
  • Strong interpersonal communication skills.
  • Understanding of and respect for Diversity, Equity, and Inclusion

Preferred Qualifications:

  • Experience supporting USAID-funded programming
  • Education and/or training in media, journalism, and communications
  • Experience in (social) media analytics
  • Preference for Thai nationals.
