Classification : General Service (G-3, THB 49,198.25 per month)

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
1. ORGANIZATIONAL CONTEXT AND SCOPE:
IOM is committed to the principle that migrants and society benefit from humane and orderly migration. IOM began operations in Thailand in 1975, assisting with the resettlement of refugees in countries where they could obtain permanent residence. Since that time, IOM activities in the country have significantly expanded in terms of both their geographic scope and target populations.
IOM's cooperation with the Royal Thai Government (RTG) has expanded to cover all aspects of migration affecting the Kingdom and its neighbours, including labour migration, migration health, counter trafficking, emergency and post-crisis, institution building, border management, research, and private sector collaboration, since the Kingdom of Thailand became a member state in 1986.
At its very core, IOM is grounded in the movement of people. Every single day, IOM teams in the sub-offices are moving people, whether for pre-departure activities with the resettlement continuum.
Under the direct supervision of the Senior Supply Chain Assistant and overall supervision of the head of sub-offices, the Logistic Clerk (Fleet Management) is responsible to assist the management of the IOM fleet in all sub-offices provinces in Northern Thailand.
2. RESPONSIBILITIES AND ACCOUNTABILITIES:
- Support the monitoring of fleet operations in sub-offices Mae Sot, Mae Sariang, Mae Hong Son and Chiang Mai and distribution of weekly consolidated fleet status and performance reports to the Head of Sub-Offices and the Snr. Supply Chain Assistant in Bangkok;
- Assist the coordination of daily transportation requests, as well as assign vehicles and drivers, to optimize resource utilisation, eliminate overlapping, and ensure cost efficiency and timely support to project units in the Bangkok office;
- Support regular trainings for drivers, including the preparation and retrieval of time sheets and log books as well as verify that drivers understand their specific roles, tasks, and responsibilities in accordance with established rules and procedures;
- Assist drivers and management in adhering to IOM rules, procedures, and SOPs;
- Establish, maintain and review IOM vehicles’ logbook in an electronic file, personal mileage, vehicle maintenance, insurance, and other legal requirements;
- Make fleet enhancement recommendations and assist with the acquisition and registration of vehicles;
- Monitor/maintain record of vehicle usage by submitting monthly fuel usage data and, as needed, track fuel purchase transactions. Maintain frequent contact with the Finance Department in order to report the official/personal use of IOM cars as well as the expenditures related with vehicle maintenance, including mileage and fuel consumption. Schedule and organise routine maintenance and repair in compliance with established security requirements aiming to maintain operational efficiency and prevent downtime, and notify the supervisor of any difficulties; Monitor and advise on car warranty recovery, as well as confirm repair schedule with vendors;
- Monitor the IOM vehicle fleet's daily upkeep, serviceability, and cleanliness, including mechanical repairs and fuel use and maintain an adequate inventory of spare parts, gasoline, and lubricants for the vehicle to ensure that operations run smoothly;
- Liaise with vehicle rental companies aiming to maintain cost-efficiency and manage the utilization of rental cars as needed in accordance with the objectives of IOM projects;
- Provide technical guidance to verify that bought automobiles and related items fulfil the needs and quality parameters;
- Any other duties assigned within the position's scope of work.
3. QUALIFICATIONS AND EXPERIENCE
EDUCATION
- High School Diploma with at least three years of relevant professional experience; or,
- Bachelor’s degree in Business Administration, Logistics, Supply Chain Management or related fields from an accredited academic institution with at least one year of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Experience in using MS Office packages and transport tracking system experience.
SKILLS
- Knowledge of IOM scope of work
- Possess technical knowledge of vehicles, through understanding of transport legislation.
- Fluency in both oral and written English. Knowledge of local languages.
- Thorough knowledge of the Motor Vehicle Act and other traffic regulations in Thailand
4. LANGUAGES
- Fluency in Thai and English (oral and written) is required.
