1.0 Job Description

Position

SUPPLY CHAIN SOLUTIONS OFFICER

Department

LOGISTICS & SUPPLY CHAIN

2.0 Purpose

Assist in the planning and procurement of requisitioned goods , as well as in Vehicle Fleet Management

3.0 Job Responsibilities, Duties & Tasks

    1. Core Responsibilities & Duties
      1. Vehicle Fleet Management Responsibilities
      2. Ensure all TBC vehicles are properly utilized in alignment with area specific road conditions
      3. Ensure all vehicle maintenance are properly managed
      4. Plan vehicle replacement as appropriate
      5. Allocate proper number of vehicle for each field office
      6. Ensure consistent monthly reporting of vehicle security/maintenance issues and monitoring of logbooks
      7. Provide technical oversight to TBC’s Vehicle Logisticians
      8. Manage TBC vehicle registration and annual renewal, vehicle insurance and coordinates
      9. Ensure all aspects of TBC Bangkok vehicles are managed in accordance with TBC vehicle policy

 

    1. Assist in planning and Procurement of requisitioned goods
      1. Purchase supplies centrally upon needs from field offices and Bangkok, following the procurement policies and procedures of TBC. Communicate with related staff to ensure procurement of quality items.
      2. Schedule, planning and coordinate regular inspections, prepare inspection orders, compile and maintain files on inspection dates and results, review and analyze results. Prepare warning / penalty letters.
      3. Prepare all documents for public tender, receive and document bids, check validation of bidding documents, organize bid samples, and tabulate inspection results for review by the manager.
      4. Prepare   and   translate   contract   documents.              Distribute these documents and acquire signatures / acknowledgement to ensure legal validation.
      5. Complete all administrative work to ensure supplies are delivered on time and recorded and entered into the accounting system.
      6. Arrange and coordinate transportation of supplies to filed sites to ensure smooth and on-time deliveries.
      7. Maintain and update tendering information on TBC website.
      8. Maintain accurate and updated file of all procurement data according to the established filing system.
      9. Forward invoices with supporting documentation to Finance Officer and perform related administrative duties.
      10. Work with field staff to ensure timely flow of information and procurements.

 

    1. Staff Training and Development in Logistics
      1. Identify vehicle technical training needs and conduct training to field staff (especially logisticians)

 

    1. Provide support to logistics and supply chain department

1. Assist Supply Chain Solution Specialist if required to do so

 

    1. Occasional Significant Duties
      1. Translation
      2. Travel to field on fleet management related work

4.0 Job Specification (Minimum Job Requirements)

Education

 

Minimum Degree

Experience in humanitarian or related field

At least 3 years

Experience in specific field or closely-related job

  • 12 year experienced in related position/responsibility
  • Experienced in vehicle management / procurement
  • Computerizing skills (MS applications)
  • Analytical skills
  • Problem solving skill
  • Fleet Management skill
  • Business acumens
  • Demand forecasting
  • Good command of Thai and English
  • Knowledge of Quality Control/Supply chain services
