DEPARTMENT/COUNTRY PROGRAM DESCRIPTION
ARC Thailand’s Gender-Based Violence program has a mission to strengthen the capacity of key community stakeholders to prevent and respond to gender-based violence amongst refugees in five ARC-serviced refugee camps along the Thai-Burma border through constituent-driven, quality programming.
PRIMARY PURPOSE OF THE POSITION
The GBV Project Manager based in Umphang manages and oversees the ARC GBV program in Umpiem Mai refugee camp and receives direct support from the roving GBV Program Coordinator. The GBV program in Umpiem Mai is responsible for GBV prevention, response, and capacity building activities with an emphasis on developing strategic capacity building opportunities with national/local partners and promoting sustainable community-led interventions. The GBV program contributes to ARC’s overall mission by delivering high quality programs, which leave a lasting, positive impact and enhance the self-sufficiency of our constituents.
PRIMARY DUTIES/RESPONSIBILITIES % of TIME
Program Development and Management
1. In close collaboration with the GBV Coordinator(s), provide guidance within Umpiem Mai camp for the development, planning, and management of the GBV program. Assist with the development of project objectives and activites and assist with monitoring and evaluating project activities and outcomes in Umpiem Mai camp
2. Provide ongoing leadership, training, and guidance to Umpiem Mai camp SGBV Committee, and other partners and key stakeholders (as applicable) to ensure GBV programming meets best practice standards and IASC GBV Guidelines and prioritizes the safety of beneficiaries and staff
3. Implement GBV activities and work plans which are consistent with the goals and objectives of the program and consistently share activity and evaluation reports and tools with other GBV team managers and coordinators to ensure consistent and integrated programming
4. Actively involve local CBOs in all aspects of planning and provide technical and operational support to local CBOs (as appropriate) in order to strengthen capacity and promote sustainability
5. In collaboration with the SGBV Committee, assess the technical and organizational/administrative capacity of the SGBV Committee and develop and implement capacity building plans which address both GBV prevention and response technical knowledge and skills as well as operational systems, such as budget management, human resources, record-keeping and tracking, report writing, and general protocol and procedures
6. Monitor SGBV Committee performance closely as well as community feedback of the GBV program and share relevant information with coordinators in a timely manner to guide program planning
7. Provide close monitoring and supervision to case management teams to ensure appropriate and high-quality care is provided and best practices are followed at all times; review client files and forms as necessary to ensure proper case documentation
8. Identify, monitor, and address service availability, accessibility, and quality, particularly services for women and girls, and promote survivor-centered services which are in line with the expressed needs and wishes of women and girls
9. Develop and/or oversee the development of Information, Education, and Communication (IEC) materials (i.e., posters, t-shirts, etc…) or other forms of communicating GBV-related messaging to ensure communication is culturally- and contextually-appropriate and in line with GBV guiding principles
10. Ensure that agreed upon project documentation is provided in a consistent, timely manner, including but not limited to monthly quantitative and qualitative project reports, work plans, and spending plans
11. Maintain a positive profile of the program and good understanding about the program among other sectors, partners, and communities

Coordination
1. Participate in and/or lead the coordination of key multi-sectoral stakeholders in Umpiem Mai camp to prevent and respond to GBV, including camp-based reviews and revisions of the Automatic Response Mechanism (ARM)
2. Participate in the Umpiem Mai GBV/Protection Working Group Meeting and other camp-based coordination meetings and share relevant information from the meetings with the GBV Coordinator
3. Provide continuous monitoring of information being shared (particularly sensitive information) to ensure information-sharing is safe, does not breach client confidentiality, and is in line with any information-sharing protocols and agreements. Ensure any information-sharing concerns are reported to GBV Coordinators in a timely manner
4. Ensure close collaboration and monitoring of referral trends with health, legal, security, and psychosocial actors at both camp and provincial levels to promote survivor-centered, user-friendly services and to reduce duplication of services
5. Produce strategic and engaging GBV prevention interventions in cooperation with other key GBV stakeholders to ensure consistent and appropriate GBV-related communication within communities
6. In cooperation with other SGBV stakeholders, actively participate in planning and implementing of special dates/events relating to SGBV, including the 16 Days of Activism, International Women’s Day, etc…
7. Develop and maintain strong and positive working relationships with all stakeholders, including community leaders, NGOs, UNHCR, and community based organizations to enhance multi-agency and multi-sectoral cooperation and coordination

Other Responsibilities
1. Adhere to established safety and security policies and procedures
2. Adhere to the sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy
3. Participate in CCSDPT initiatives, including Prevention of Sexual Abuse and Exploitation (PSAE) activities and act as SEA focal point (if necessary and as appropriate) and IASC GBV Guidelines roll-out and monitoring

QUALIFICATIONS
1. Bachelor’s degree in social work, public health, psychology, or related field required
2. At least 2 years program management and supervision experience; 1-2 years managing GBV or similar programs with refugees preferred
3. Thorough awareness and knowledge of reproductive health, gender issues, and GBV and a commitment to gender equality
4. Excellent knowledge and understanding of contemporary issues, guidelines, and innovative methodology and tools currently implemented in GBV programming to promote best practices
5. Skills and experience developing individual/group capacity building plans and facilitating trainings/workshops
6. Thorough understanding of the principles of counseling and case management and ability to adapt psychosocial knowledge and skills to cultural context; counseling or social work experience preferred
7. Ability to create and maintain high-quality programs and handle stressful working conditions with limited supervision
8. Ability to work positively in a team and collaborate effectively with relevant government, NGO, CBO, UN, and community stakeholders
9. Excellent computer, writing, and communication skills, including proven report writing skills and ability to consistently meet reporting deadlines
10. Strong verbal and written English language skills required; verbal and written Karen language skills is highly preferable
11. Ability and willingness to work (and live, if applicable) in another cultural context, particularly in a complex and protracted emergency environment with basic/limited local resources and infrastructure
