Assignment to preliminary identifications and prioritization of restoration interventions: OUTSIDE PROTECTED AREA, Surat Thani province

  1. Background of services assignment/ project

 

Deforestation and forest degradation have severe consequences leading to habitat loss, fragmentation, climate change, soil erosion, water scarcity, and poor management of natural resources that negatively impact the local economy, especially for vulnerable communities. The project entitled “Stronger Supply Chains, Empowered Communities, Improved Forest Resilience and Biodiversity, & Knowledge Sharing Beyond Borders Phase 2” was initiated to undertake activities on the ground in Thailand, Laos and Vietnam, focusing on WWF priority landscapes, namely Dawna Tenasserim Landscape (DTL) in Thailand and the Central Annamites Landscape (CAL) in Vietnam and Laos.

In the Klong Saeng Khao Sok Forest Complex (KKFC) - located in the southern part of DTL in Thailand, the ecosystem services degradation process is driven by commercial agriculture and logging practices. The reported ecosystem services degradations include soil degradation, soil erosion, water scarcity, flash flooding, erratic rainfall, and incidences of human and wildlife conflicts which in turn affect land productivity and sustainability. The key intervention of this project aims to drive a systematic transformation of forest ecosystem services restorations in the KKFC by rapidly assessing the status of key factors for success forest landscape restoration. The rapid forest restoration opportunities assessment will be done by working with a broad set of stakeholders to identify suitable forest restoration options at the forest landscape level. The desired outcomes of the project include positive perceptions of key stakeholders towards forest landscape restoration approach, enhanced a stakeholder consultation process for the identified forest restoration interventions, and accelerated restoration intervention efforts by increasing stakeholder engagement approaches.

The project is now looking for professional services from experts who will assist the project in gathering qualitative and quantitative information in social, economic, and environmental dimensions. Based on the gathered information the expert will develop multiple criteria for prioritizing the forest restoration sites (see Figure 1).

  1. Objective of the Services
    1. To gather information on the situations and factors influencing land use practices by local communities resides in the following geographical areas of Surat Thani province:
      • The areas of national forest land claimed as communal land designated to Kortorchor schemes (the Cabinet issued the resolution concerning Kor Tor Chor on November 26 to address conflicting claims over the public land).
    1. Based on the best available data, the service provider is expected to:
      • develop a set of multiple criteria frameworks to be used for an identification of restoration areas within the area of:
      • preliminary defined forest restoration interventions in the prioritized areas identified from activity 2.2

 

  1. Scope of work/ Major responsibility
    1. Geographical scope for this study covers:
      1. Land use by communities residing in the areas of national forest land claimed as communal land designated to Kortorchor schemes (the Cabinet issued the resolution concerning Kor Tor Chor on November 26 to address conflicting claims over the public land). The expert team will be carried out the activities within the villages outside Kaeng Krung National Park, including 5 villages in Ta Chana district, Surat Thani Province.
    1. During the data gathering process, the experts will ensure data is available for:
      1. developing a multiple criteria framework to prioritize sites/communities for forest restoration interventions  
      2. preliminary defining forest restoration interventions in the prioritized areas.
    2. Presenting the multiple criteria frameworks developed and the preliminary forest restoration interventions defined to the core assessment team for the forest landscape restoration.
    3. Perform any consultations or tasks deemed necessary to achieve the best outputs of site selection and preliminary defined of forest restoration interventions.

  • Set of multiple criteria identified. The criteria identified is used for prioritizing restoration interventions

4.3

Development of multiple criteria frameworks to prioritize forest restoration in the area of watershed classes 1 & 2. (The framework can be used to assist a forest restoration planning process.)

 

Presenting the multiple criteria frameworks developed and the preliminary forest restoration interventions to the core assessment team which included the detail as these follows

 

  • A multiple criteria framework to prioritize forest restoration in the studied area
  • Classified areas for forest restoration interventions
  • Prioritization of the communities needs for forest restoration interventions (name of the villages, locations)

 

Note: WWF-Thailand will respond in core assessment team coordination and support the expertise on organising the meeting for presenting, including expenditure of meeting (if any).
