Consultancy: Development of learning briefs for Community Led Monitoring (CLM)

APCOM is a subrecipient of the Sustainability of HIV Services for Key Populations in Asia (SKPA-2 Program). This is a Global Fund multi-country grant that aims to improve the sustainability of evidence-informed prioritized HIV services for key populations in Bhutan, Mongolia, the Philippines, and Sri Lanka. There are four objectives, as follows: 

  1. Accelerate financial sustainability. 
  1. Improve strategic information availability and use. 
  1. Promote programmatic sustainability. 
  1. Remove human rights and gender-related barriers to services. 

 

Background  

The need to provide technical assistance regarding creating knowledge management briefs has been identified, especially on the two important priority topics; 1) Gender Spotlight CLM Pilot Analysis (focus on CLM among women and gender diverse persons) and 2) CLM serious case management. APCOM will be providing technical assistance in this regard. 

Under the SKPA-2 Program, APCOM will have funding allocated under Activity 3.1 (to develop five CLM knowledge briefs on various thematic areas. We are currently seeking consultancy to develop knowledge brief / learning brief to examine the CLM pilot data for: 1) gender analysis focusing on CLM among women and gender diverse persons; 2) cross-country analysis to contrast the AAAQ results between countries and highlight common strengths and issues.

 

Consultancy purpose 

APCOM is seeking technical assistance to develop two CLM (Community Led Monitoring) learning briefs on 1) gender analysis focusing on CLM among women and gender diverse persons; 2) cross-country analysis to contrast the AAAQ results between countries and highlight common strengths and issues.  

The above consultancy will be provided or no more than 20 days. It will create two important CLM briefs for the policy makers and stakeholders as SKAP2 project knowledge management products. The details about these knowledge briefs are mentioned below;

  1. Gender analysis focusing on CLM among women and gender and diverse persons: SKPA 2 project has implemented CLM Pilot Initiative in Bhutan, Mongolia and Sri Lanka. The consultancy will involve carefully studying the CLM pilot phase reports of all the three countries are develop a single ‘CLM knowledge brief’, which will focus on women and gender diverse person under CLM initiatives through pilot program in SKPA-2 countries.
  2. Cross-country analysis to contrast the AAAQ results between countries and highlight common strengths and issues: CLM is an important aspect of community engagement in HIV program delivery. It involves activities that are carried out by community-based or community-led key population organizations and community members to assess the quality, availability, accessibility and acceptability of the HIV services they receive. One of the critical assumptions is that CLM can lead to improvements in HIV service quality, so we now need to turn our attention to how ‘quality’ will be measured. The Availability, Accessibility, Acceptability, Quality (AAAQ) framework is used in many countries to assess different types of services for different populations. The learning brief will study the pilot phase reports between the SKPA-3 countries to contract the AAAQ results and highlight common strengths and issues for future interventions.

 

 

Consultant: 20 days

The consultant will be hired for 20 days between February 01st,2024 – February 29th, 2024. The consultancy will be involved following steps for the CLM brief development;

  • Study existing CLM pilot reports from three countries Bhutan, Mongolia and Sri Lanka
  • Prepare learning briefs on two important topics mentioned above

 

Deliverables

International consultant
  1. Gender data analysis
  2. AAAQ data analysis and providing preliminary results for review and discussion
  3. Draft gender learning brief report with narrative write up and context from country and community
  4. Draft AAAQ CLM Learning brief 
  5. Final learning briefs on both the topics after incorporating feedbacks
