The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NS). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member NSs and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Societies Development (NSD) and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has CCD and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The CCD Bangkok covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam and operates as one joint team to support each country’s NS. The CCD Bangkok also provides secretariat support to the Southeast Asia Red Cross Red Crescent Networks and represents IFRC with the United Nations ESCAP and other regional organizations based in Bangkok.

Under the umbrella of the Federation’s Country Cluster Delegation, the ARC provides support for Red Cross Red Crescent (RCRC) National Societies (NS) implementing programmes in the area of DM/DP, Capacity Building and other general support that arises between ARC and RCRC through client services, and mutual relationship building between RCRC Societies. ARC is expanding its projects in the region and needs support to do this.

The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors. The American Red Cross International Service Department seeks to strengthen our local partners in the global Red Cross Red Crescent Network to deliver critical assistance across the disaster management cycle. International Services has established a Grants Management Unit (GMU) to assist program teams in establishing and monitoring quality programs with a strong orientation to stakeholder accountability.

Job Purpose

The Grant Management Officer for Asia Pacific is based in the Bangkok, Thailand, Division Office and is part of the larger Grant Management Unit (GMU). The Grant Management Officer is responsible for monitoring that grants in an assigned portfolio are developed and implemented in compliance with required internal standards and processes as well as donor grant requirements and applicable rules and regulations.

The Grant Management Officer shepherds grants through the award management cycle, serving as the point of contact between Program Units and Support units, analyzing process gaps, and flagging issues for resolution. The position reports to the GMU Manager.

Job Duties and Responsibilities

Works closely with GMU Manager and other support unit counterparts to ensure global, division, and country Program teams can meet department standards and grant requirements in areas such as proposal and sub-award development, sub-award compliance monitoring, and data management.
Helps identify and meaningfully engages volunteers in the delivery and execution of our work.
Monitors compliance with grant requirements and internal standards along the award management cycle, including concept and proposal development, agreement negotiation, and analysis of resource requirements, performance metrics, monitoring and evaluation plans, and reporting requirements.
Monitors, through established BvA meetings and other relevant ISD forums and processes, budget spending and analyzes together with Programs and Finance implications for achievement of program goals and objectives.
Provides support to areas including data input for portfolio monitoring and dashboards.
Drafts and/or copy-edits proposals and donor reports and, as needed, coordinates the process for developing specific concepts, proposals and sub-awards.
Participate in program and grant management related special projects when needed and as primary roles and responsibilities of the GMU allows, and GMU Manager authorization.
Other duties as assigned.

Education

Bachelor degree or equivalent higher education degree in a relevant field (Required)
Master’s Degree in a relevant field (Preferred)

Experience

Minimum of 5 years relevant experience (Required)
Prior track record in successful grants management (Required)
Strong experience managing complex programmatic portfolios on tight timelines essential (Required)
Proven track record supporting the delivery of programmes on time, scope, and budget (Required)
Field experience working in developing countries managing disaster response, disaster preparedness, or recovery programmes (Preferred)
Experience working with local partner organizations (Preferred)
Experience recruiting and supervising volunteers (Preferred)

Excellent interpersonal skills and the ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures (Required)
Responsible, self-motivated, and work well in both team and matrix structures (Required)
Willing to maintain a flexible schedule to accommodate time zone differences, deadlines, and responsibilities related to surge assignments (Required)
Up to 25% international travel required with possible long assignments to support country or regional priorities (Required)

Salary Range (Grade 6): THB 56,764.00-69,377.00/month
