Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

 

Primary Responsibilities

  • Manages day to day accounting, financial and grants functions ensuring accounting practices and procedures are timely, efficient, and compliant with all requirements and regulations.
  • Review award packets prior to notification of the award to sub recipients and assist supervisor in developing sub-award agreements
  • Work closely with finance and program in communicating grants agreements, developing

capacity building plan and financial reporting templates

  • Thorough review and planning of sub-award cash-flow, sub-grantee financials and supporting deliverables documents to ensure timely and accurate donor financial reports
  • Based on deep knowledge of existing partnerships with local and international organizations, assist Program Director in organizational development model that supports project aims, including assessment of existing financial capacities and develop a measurable, detailed strategy for fostering organizational growth and strengthen financial capacity of sub recipients
  • Prepare BvA for the whole project and report to SMT with finding
  • Provide technical inputs in Financial management, budget proposal development and organizational development initiatives of CPI as well as partners
  • Supervise the financial management and expenditures of Chiang Mai office

 

Regular Responsibilities

  • Ensure compliance with the Donor regulations and requirements as well as CPI’s policies in financial management and reporting of CPI as well as sub-grantees
  • Ensure grants are implemented in accordance with the grants agreement, agreed deliverables and approved budget with proper internal control system in place.
  • Proactive planning and tracking of cash flow to ensure sufficient cash is available to continue support the implementation, and keep track of project receivables and payables
  • Monitor financial management of assigned program to ensure consistency with agreed cost plan and conduct cost analysis, budget analysis, and monitor the projected expenditures against their actual incurrence are within the approved budget limit and inform budget holder for necessary action if there is any existing or potential variation
  • Supervise the team to monitor grantees to ensure the expenditures and activities are administered according to the terms in grants agreement and the Donor’s regulations.
  • Thorough analysis of project expenditure against the budget and progress to ensure value for money and report regular analysis report to the budget holder.
  • Maintain/adapt standard operation manuals as required by the assigned program with process and procedures details for the organization and partners
  • Develop and provide guidance on the pre-award assessment for current and potential partners and ensure necessary follow-up actions are taken
  • Analyze the financial performance of the project to ensure efficiency and effectiveness in budget utilization and make recommendations to the budget holder on partner grants as needed

 

Partner Support

  • Build strong and collaborative positive working relationship with partners and other staff members
  • Provide ongoing support and guidance to partners in the development and coordination of partner sub-grants
  • Provide technical inputs and actively participate in developing capacity building plan and organizational development initiatives
  • Plan and direct training for partners on financial procedures, budgetary controls and provide technical assistance as required
  • Prepare and provide compliance training to partners externally as well as internally
  • Coordinate with Budget Holder to ensure accurate and timely submission of grant proposals and reports
  • Work with CPI staff and partners to conduct systematic organizational assessments, facilitate knowledge management and develop context-relevant organizational learning tools and methods
  • Provide technical skills and knowledge to partners on financial and grants management in accordance with donor’s rules and regulations
  • Work closely with partners in budget development, review and revision in compliance with donor requirements
  • Maintain regular communications with sub-grantee staff to ensure feedback, “on the pulse” knowledge about grants and to ensure compliance with donor.

 

Operations and Administration

  • Supervise finance staff members and ensure the team is properly structured and work plans are developed to deliver the set objectives
  • Recruit finance staff, develop financial management skills of team members and provide orientation to new staff

 

Organization Representation

  • Organize and facilitate meetings, workshops and other discussion forums to establish a dialogue on Finance and to learn from findings for continual improvement
  • Represent CPI at partner and donor meetings and events

 

Essential Skills

  • Master's degree in Accounting, Finance, Commerce. ACCA, CPA or CIMA qualified is Preferred
  • At least 7-10 years' experience in related position with accounting and project financial management experience
  • Fluent in written and spoken English and knowledge of Thai language & context will be an advantage
  • Advanced knowledge of excel, as well as understanding of word-processing, and power point
  • Exposure to NGO work is a plus
  • Knowledge and experience in the use of accounting software, mainly Sun system
  • Excellent organizational, planning, and interpersonal skills
  • Experience of working in a multicultural, low-resource setting
  • Ability to communicate technical information to both technical and non-technical audiences
  • Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
