POSITION TITLE:                     Trafficking and Cyber Crime Specialist   

LOCATION:                              Winrock International, Bangkok, Thailand

REPORTS TO:                          Chief of Party, Thailand Counter-Trafficking in Persons Program

Winrock International is recruiting applicants for the Trafficking and Cyber Crime Specialist position for the U.S. Agency for International Development (USAID) Thailand Counter Trafficking in Persons (CTIP) Activity. The USAID Thailand CTIP activity implemented by Winrock International aims to reduce TIP in Thailand and to better protect the rights of trafficked persons. The USAID Thailand CTIP activity is a ten-year activity, entering its seventh year of implementation. Due to the recent rise of people trafficked into Southeast Asia to work in online scam centers in Cambodia, Laos, and Myanmar, many of whom transit through Thailand, the activity is seeking to address this emerging issue.  Building off existing work from the previous five years to address the root causes of human trafficking, advocate and protect vulnerable populations from trafficking and abuse, prevent at-risk populations from risky migration, and assist the Royal Thai Government in reforms needed to effectively combat trafficking and supporting victims. The Trafficking and Cyber Crime Specialist will support new initiatives and activities within the USAID Thailand CTIP project.

The Trafficking and Cyber Crime Specialist will work with partners to develop scopes of work to address the emerging issue of TIP for forced criminality. They will build off the opportunities and gap analysis currently underway to develop a one-year strategic work plan to address this issue. Once activities have been planned the Trafficking and Cyber Crime Specialist will monitor partners and consultants to implement these activities. The Trafficking and Cyber Crime Specialist will also coordinate with staff within the USAID Thailand CTIP activity and staff in related projects to coordinate efforts on this issue.

 

ESSENTIAL RESPONSIBILITIES:

  • Under the management of the Chief of Party, lead activities related to trafficking for forced criminality per the approved work plan.
  • Oversee any public awareness and outreach strategies, project communications, and other key activities related to trafficking for forced criminality.
  • Act as the focal person for linking Thailand CTIP with efforts to address trafficking for forced criminality and engage organizations focusing on these issues for coordination and collaboration.
  • Collaborate with other project staff, stakeholders and Winrock staff on other projects in the region.
  • Contribute to work plans, success stories, progress reports, research evaluation panels and reports, communications materials, and event planning and facilitation.
  • As needed develop tools and materials to address trafficking for forced criminality.
  • Collaborate with monitoring, evaluation and learning program staff to ensure monitoring systems appropriately capture outcomes, monitor potential unintended consequences, and assist program staff and partners to take corrective action, as needed.
  • Liaise with government stakeholders to help align project activities with national and regional priorities related to trafficking for forced criminality.
  • Complete other tasks as assigned by the Chief of Party.

 

QUALIFICATIONS:

Education:       Advanced degree in international development, social science, political science, human rights, gender studies or another related field.

Technical:    Minimum 6 years’ relevant professional experience in TIP in the region. Experience related to trafficking for forced criminality preferred.  Experience conducting communications campaigns or relevant research as an asset.

 

Other:

  • Computer/Technical Skills: Computer literate in word processing, spreadsheet, and presentation software (Microsoft Office Suite). 
  • Communication Skills: Excellent written and oral communications.
  • Fluent English and Thai speaking and writing skills required.
  • Willingness to travel and work throughout Thailand as needed.
  • Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills.
