Program:

The Enhancing Equality in Energy for Southeast Asia (E4SEA) Activity, funded by the U.S. Agency for International Development (USAID) and directed by the Regional Development Mission for Asia (RDMA), focuses on enhancing opportunity for women in the transitioning energy sector in the Region through designing and implementing gender-inclusive interventions for workforce development. The Activity is being implemented from CORE International’s Bangkok Office.

The scope of the Activity includes three specific components aimed at inclusive workforce development in the energy sector:

Component one (1) requires the recruitment and placement of master’s degree scholarship students from Laos for a two-year degree program at Thai and ASEAN universities.

Component two (2) focuses on the recruitment and placement of undergraduate students from Laos for one (1) semester credit transfer studies at Thai universities.

Component three (3) focuses on jointly selecting fresh college graduate from Laos to intern at Thai energy companies for a period of four (4) months. The E4SEA Activity will finance the cost of scholarships and internships with potential cost sharing with universities and energy companies wherever possible.

Position Description:

CORE International is seeking an individual with relevant experience for the position of Senior Program Manager to manage the Activity under the overall corporate oversight of CORE International. This position is for an individual based in Bangkok, Thailand with citizenry or working rights in the country.

Responsibilities and Reporting Requirements:

• Provide leadership, and management of the Activity, especially guiding the team to implement the scholarship and internship programs. Serve as the focal point of contact for USAID/RDMA and the RDMA Activity Manager.
• Supervise all activities including partnership development, student placement, stakeholder engagement with universities and energy companies, communications and outreach, Monitoring, Evaluation and Learning (MEL) Plan development, and engagement with participating country bilateral missions.
• Manage and supervise the performance of the Bangkok field office staffed with a Program Coordinator and a Senior Communications Specialist as well as part-time specialists who may be engaged to support the Program.
• Supervise the performance of all team members as well as any subcontractors that may be selected to support the implementation of the Program and ensure timely delivery of all work products and contractually required reports and plans.

Qualifications, Education, Experience, and Skills:

• Bachelor’s Degree in a relevant field and six (6) years of experience in the development field or a master’s degree in a relevant field and two (2) years of experience in international projects
• Fluency in English
• Experience in managing or supporting international development programs, including demonstrated capability to build partnerships, engage with stakeholders, and organize events
• Prior engagement with, and knowledge of, administering scholarship and internship programs, youth programs, or other related activities in Asia strongly preferred
• Familiarity with and working knowledge of energy sector issues in the region a plus
