Head of Programmes Southeast Asia Regional Office (1 position)

 

The Heinrich Böll Stiftung Southeast Asia Regional Office in Bangkok (hbs) https://th.boell.org/  is currently seeking a Head of Programmes starting at the earliest date possible.

hbs is the German Green Political Foundation which is affiliated to the "Alliance '90/The Greens" political party represented in German Federal Parliament, our Head Office is in Berlin with 38 international offices operating worldwide. Within our programmes, we are aiming to promote sustainable, inclusive, and gender-democratic development paradigms. The Head of Programmes will plan and administer projects in the Southeast Asia region with a focus on education and energy. The Head of Programmes will work closely with the director and hbs partners throughout the region, as well as relevant stakeholders at national, regional and international levels.

 Main responsibilities:

  • Planning and overall management of projects in the Southeast Asia region with a focus on education and energy
  • Representation of the country director in the planning, controlling and implementation of project work as well as conceptual further development of the foundation's work in the Southeast Asia region in coordination with the country director, taking into account the gender-oriented programme planning (GOPP).
  • Providing expertise and building capacity on the Southeast Asia region, developing and overseeing new project partnerships in the region as well as managing existing partners.
  • Observation, evaluation and contextualization of social, political and cultural development
  • Promotion of political and professional dialogue in the region and promotion of regional networking of the Foundation's partners (e.g. by organising regional network meetings and academic conferences).
  • Organisation and/or accompaniment of delegations
  • Preparation and compilation of regular reporting within the framework of the GOPP guidelines (BMZ report, annual programme report) for the head of the foreign office
  • Regular quality and success control of processes and results of the programme and partnerships (monitoring)
  • Participation in the implementation of the joint task "Participation, Gender Equality and Anti-discrimination"

Requirements:

  • University degree (Master) or comparable qualification
  • 5-7 years‘ work experience
  • Good knowledge of the region of Southeast Asia, e.g. history, identity, social challenges, political landscape, foreign policy relations
  • Sufficient knowledge of the political conditions of the region
  • Familiarity with the programme and policies of Bündnis 90/Die Grünen, Heinrich-Böll-Stiftung and their relations to Southeast Asia
  • Good knowledge of the management of public funds (especially BMZ project funds)
  • Good knowledge of various topics of international cooperation, especially democracy, human rights, women, culture, media, sustainable development
  • Project management experience
  • Relevant experience in socio-political and cultural project and educational work abroad, preferably in the region
  • Good computer skills (Windows standard software, internet research)
  • Very good knowledge of the German and English languages, knowledge in a regional language is preferred 


Contract Information:

The first contract is offered from January 01, 2024 until December 31, 2026 with the possibility of extension. Duty station is Bangkok. Thai and foreign nationals can apply. hbs is an equal opportunity employer.
