Law enforcement and legal experts fighting transnational organised wildlife crime

 

The Wildlife Justice Commission is an innovative, young, mission-driven organisation leveraging the rule of law and the power of investigation to stop the extinction of our wildlife. Our mission is to disrupt and dismantle the transnational criminal networks trading in wildlife, timber, and fish by collecting evidence and turning it into accountability.

The Wildlife Justice Commission has been very successful in its recent start-up years and is growing quickly. To be able to support this worldwide growth, we have a position available for an enthusiastic and well-rounded:

Director of Programs

Position Overview

We are seeking a Director of Programs in Thailand to provide leadership to The WJC Thai Office. The Director of Programs has the overall responsibility and leadership of the performance of the Thai Office and represents WJC in the SEA region They will oversee the operational management of the WJC Thai Office and liaise with external stakeholders, such as the diplomatic community, international organizations, civil society, and potential donors in Thailand and regionally to facilitate and maximize the impact of WJC’s work.


The main position objectives are as follows:

Strategy and leadership:

  • Being a leadership role, the expected candidate should have extensive years in law enforcement experience at a national level in the areas of wildlife and other forms of organised crime.
  • Experience working with UN Agencies and developing training packages and undertaking needs assessments.
  • Hands on experience in providing testimony in court cases against organized crime.
  • Has been a member of an executive board of an international NGO and is able to represent the organisations at the highest level.
  • INGO working experiences in planning, managing and executing covert investigations in support of law enforcement agencies to investigate transnational organised wildlife crime.
  • Initiating and setting goals for staff according to the strategic objectives of the organization.
  • Coordinate with program managers and other stakeholders to create detailed implementation plans. This includes deadlines, milestones, processes, and risk mitigation protocols.
  • Identify fundraising strategies that benefit and complement the mission and vision of the Organization.

 

External relations:

  • Working in close cooperation with the Director of External Relations and in alignment with other relevant teams such as investigations, intelligence, communications, development, and strategic partnerships, contribute to the development and implementation of WJC’s strategy to maximize the impact of WJC’s work through policy and multilateral work, with a focus on Thailand and the region.
  • Engage in stakeholder mapping, suggest and build partnerships, and recommend in which events the organization should participate to effectively implement external relations strategies in Thailand and regionally.
  • Represent the organization externally in Thailand and regionally and make presentations on behalf of the WJC.
  • Ensure that the WJC maintains productive relationships with key stakeholders, especially law enforcement agencies, local authorities, partners, and donors in the SEA region.

 

Partnership & Funding Development

  • In close coordination with the Director of Development and Communications, contribute to the development and implementation of the WJC’s fundraising strategy.
  • Assist with building partnerships aimed at broadening the donor base; promote long-term involvement and financial support by national, regional, and international public and private donors.
  • Engage in donor mapping and advise on and participate in relevant donor fora to build partnerships with relevant donors and stakeholders aimed at sustainable relationships and funding potential for the WJC and the Thai Office in particular.
  • Represent the WJC in national and regional meetings with relevant government, UN, and NGO counterparts to form effective partnerships and relationships for sustainable funding.
  • Lead the process of identifying and exploring potential options for funding in the SEA region.

 

Operational Management

  • Together with the Director of Finance and Services, provide overall budget monitoring, financial management, and expenses control, including compliance with the WJC policies and processes.
  • Ensure that allocated resources are managed effectively and transparently in compliance with Thai legal requirements.
  • Oversee finance and administrative functions in Thailand and SEA region in general.
  • Adopt and lead by example effective employee relations and performance management systems of staff in the Thai office, including timely and clear communication of expectations through updated job descriptions and operating plans, regular performance feedback, and annual performance appraisals.
  • Ensure administrative oversight of the Thai Office, including facilities management, human resources, and asset management.
  • Liaise with relevant Thai authorities concerning the functioning of the Thai Office in compliance with Thai laws and regulations.
  • Assist the Executive Director in ensuring effective communication and coordination between the Thai Office and the other WJC entities.

 

Requirements

Knowledge and Skills

  • An understanding of the illegal wildlife landscape.
  • Demonstrated ability to take initiative to develop and implement organization strategies.
  • Strong leadership skills.
  • Excellent interpersonal, communication, and presentation skills.
  • Open-minded and adaptable to new approaches and changing priorities.
  • Affinity with the mission statement of the organization.
  • Sensitivity in working with a culturally diverse, inter-disciplinary, multi-lingual, global team.
  • Excellent spoken and written English (and Thai preferable)
  • Proficient in using technology as a management reporting tool (Microsoft Office, case management systems, analyst notebook, iBase).
  • Strong project management skills managing complex, multifaceted projects resulting in measurable successes and program growth Deep understanding of human resources, employee performance improvement plans, and corrective action policies.
  • Demonstrated results in managing through complex systems and proven experience negotiating win-win agreements

 

Education and Experience

  • Over 20 years’ experience in law enforcement capacity or similar role or a related field, including meaningful experience coordinating complex investigations.
  • Graduate degree in international relations, international law, or another relevant field.
  • Understanding of and experience in diplomacy and/or international organizations, including of the landscape of international institutions present in the region.
