Supply Chain Officer, Asia Sub Regional Office (ASRO)
The Opportunity
The goal of the Supply Chain Officer is to support the Supply Chain Manager and function delivering prompt and effective Supply Chain services to Save the Children (SCI) Asia Sub Regional Office (ASRO), adhering to the highest standards and in full accordance with local legal frameworks and SCI internal policies. This role will play a crucial part in providing supply chain support to SCI entities operating in Thailand ensuring positive work atmosphere and service delivery platform.
Key Responsibilities
The Supply Chain Officer is responsible for the following tasks.
Procurement
- Support the Supply Chain Manager in the quality and timeliness of overall procurement activities ensuring adequate communication between various departments and offices.
- Maintain and ensure the procurement tracker is accurately updated on a monthly basis and that requesting teams are kept informed of procurement status.
- Ensures the delivery and capture of efficient, cost-effective procurement.
- Facilitate the communication and dissemination of changes to procurement procedures and requirements as per global guidance.
- Support the Supply Chain Manager in the development and implementation of adequate procurement strategies and planning.
- Communicate with suppliers to obtain necessary quotes, specifications, and quality information in line with Save the Children Supply Chain quality standards and policies.
- Ensure all suppliers and contractors are properly vetted in accordance with internal and donor requirements.
- Facilitate adequate filing of procurement documents including purchase requests, purchase orders, bid analysis, to comply with documentation requirements according to Save the Children and donors’ requirements.
Assets and Stock Management:
- Maintain proper Asset Registers and General Programming Equipment Registers.
- Ensure valid documentation of processes are followed as per Save the Children standards including at field offices level.
- Support the monthly update of asset registers and yearly physical check of assets.
- Ensure all offices stocks are managed in a timely and accurate manner.
Transport & Fleet Management
- Oversee Fleet Management processes ensuring quality fleet reports are submitted monthly by all offices.
- Ensure safety of the modes of transportation used by staff and visitors (i.e. review of safety standards of rented vehicles, airlines records, etc.).
Facilities Management Support
- Support the Administration Coordinator to ensure overall maintenance of the ASRO office as well as field offices premises (if required) and that assets and equipment are secure and efficiently utilized.
- Work closely with the Administrative Coordinator to ensure that all services contracts of ASRO offices in Bangkok and relevant field sites are up to date.
- Regularly monitor and check all offices’ compliance with Save the Children policies.
Coordination and Reporting
- Take a proactive approach to collaborate with program teams and other functions/departments to ensure that Supply Chain delivers the essential values promptly and efficiently.
- Assist program teams in coordinating procurement requests and ensure a transparent process for prioritizing procurement demands.
- Support the Supply Chain Manager in coordinating with the Asia Regional Office on Supply Chain matters and attend webinars/trainings/workshops as required.
- Provide orientation, coaching, and ongoing training for staff and partners to ensure all are aware of Supply Chain policies and procedures.
- Ensure that quality Supply Chain internal and external reports are produced timely and in an accurate manner.

Qualifications
- Thai Nationality or have the right to work in Thailand
- Able to communicate clearly in English via verbal or in writing
- Bachelor’s degree (preferably in Supply Chain, Logistics, Administration or other related fields)
Experience and Skill
Essential
- Strong management skills including analytical skills, judgement and decision-making
- At least 5 years’ experience in a Logistics or Supply Chain position within an international organization
- Highly developed communication skills, both written and verbal, enable to establish effective relationships with a wide variety of internal and external audiences
- Ability to speak and write English to an effective working standard. Proven TOEIC score if any
- Ability to work collaboratively with Administration and management colleagues at regional and national level
