The United States Agency for International Development (USAID) Enhance Activity is a five-year activity funded by USAID/Regional Development Mission for Asia (RDMA). The goal of Enhance is “Strengthened citizen-centric local governance in Thailand.” In particular, it aims to 1) strengthen capacity of local governments and nongovernmental stakeholders in citizen-centric governance; 2) strengthen communications, networking, and learning among government and nongovernmental stakeholders to increase innovations that will amplify citizen voice and accountability in local governance; and 3) ensure wider adoption and/or institutionalization of successful local innovations that support citizen-centric governance. The USAID Enhance Activity is implemented in Thailand nationwide, with local and national audiences in Thailand’s Deep South (Yala, Pattani, Narathiwat, and some districts of Songkhla), and North, and Northeast. During Year 1 and Year 2 (September 2022 – September 2024), USAID Enhance Activity focuses its technical and programmatic support in 35 locales in 5 provinces (7 locales per province) ­­– Pattani, Yala, Narathiwat, Chiang Rai, and Sakhon Nakhon.

Tetra Tech ARD (ARD, Inc.), USAID’s implementing contractor for USAID Enhance Activity invites interested parties to submit technical and financial proposals for citizen-centric governance baseline survey that will take place within 35 locales in 5 provinces (7 locales per province) ­­– Pattani, Yala, Narathiwat, Chiang Rai, and Sakhon Nakhon.

The offerors may choose to conduct the baseline survey either in all five provinces or in one of the target provinces. If the contractor decides to perform the survey in one province, they are required to undertake it across the entire province. Selecting only specific locales is not permitted.
