Tetra Tech is recruiting for an experienced Accounting and Administrative Specialist to support the implementation of the USAID administered Water and Energy for Food (WE4F) South and Southeast Asia Regional Innovation Hub in Bangkok, Thailand through May 2025. Applicants must be able to legally work in Thailand. The position is full-time, and hiring is contingent upon USAID approval.
Position responsibilities:
- Coordinates all Bangkok office operational matters including finance, human resources, general administration, office management, and logistics in line with Tetra Tech policies and procedures and USAID rules and regulations.
- Undertakes the following finance activities including:
- Maintaining the petty cash imprest fund and reconciling cash and bank statements
- Processing vendor invoices and expense reports and preparing vouchers with all required supporting documentation.
- Collecting timesheets for four staff, tracking leave and coordinating with the external accounting firm to process payroll and all other local statutory payments.
- Entering all payments in the bank’s online system and processing check disbursements as necessary.
- Entering transactions in QuickBooks on a weekly basis and maintaining all records to prepare financial statements.
- Coordinating with government departments on Tetra Tech’s tax compliance and preparing all the financial documents for regulatory and other financial audits.
- Maintaining both hard and electronic copy files of all required records.
- Undertakes general administration, human resources, office management, and logistics activities including:
- Executing office administration activities such as drafting correspondence; maintaining the project’s physical property inventory; maintaining the office lease; procuring office equipment, furniture, supplies and associated items, coordinating for photocopying, printing of business cards, mail distribution; updating project manuals.
- Supporting Tetra Tech’s legal corporate registration, ensuring on-time legal filings and required reporting with Government of Thailand entities.
- Arranging travel for Thailand based staff and short-term visitors and providing logistics support for any hub meeting and events.
- Supporting with certain procurement tasks including but drafting and distributing solicitation documents, collecting and comparing vendor quotes, preparing requisition forms, onboarding vendor, reviewing pre-award survey documents submitted by grantees.
- Performing other duties requested by supervisor.
Essential KSA’s required (experience, skills, education, certification, etc.):
- Bachelor’s degree in finance, accounting, or related field.
- 5+ years of experience managing the finances of donor-funded projects, or similar, with increasing levels of responsibility.
- Experience with bookkeeping and financial reconciliations using QuickBooks.
- Excellent writing, communication and listening skills.
- Good organizational, analytical, and problem-solving skills with an attention to detail.
- Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment, both independently and as a team member interacting with staff members and vendors at all levels.
- A high level of ethics, honesty, professionalism, diplomacy, ability to maintain confidentiality and commitment to customer service.
- Fluency (speaking, listening, writing, reading) in English and Thai.
- Proficiency in Word, Excel, PowerPoint, and Teams.
Valued but not required KSA’s:
- In-depth knowledge of the USAID rules and regulations on procurement
- Experience working with SMEs and start-ups, especially in water, energy and agricultural sectors.
