Duties and Responsibilities
This position is responsible for designing, developing and implementing strategies and systems to determine the level of success at the organizational, program, project and activity levels consistent with SEAMEO results framework. The Project Officer (Monitoring & Evaluation) supports the attainment of organizational outcomes through the provision of monitoring and evaluation data that are analyzed and reported and provision of relevant feedback to improve programs and policies of SEAMEO. The Project Officer reports to the Deputy Director for Programme and Development.
I. Monitoring, Evaluation and Learning
- Designs, develops and implements monitoring and evaluation mechanisms and tools.
- Develops and maintains the results framework as well as the indicators matrix.
- Ensures maintenance and updating of the SEAMEO database on education, science and culture.
- Provides relevant monitoring and evaluation data to communication team, including the SEAMEO dashboard.
- Ensures and conducts of monitoring and evaluation of the conduct of P and D programmes and activities including analysis monitoring and evaluation data.
- Provides technical assistance to other team members in the preparation of program/activity results framework and activity monitoring and evaluation plan.
- Prepares M and E reports for utilization by the program management team.
- Provides timely feedback on programs and activities.
- Conducts organizational SEAMEO-wide, Secretariat and Centre performance evaluation vis-a-vis expected outputs and outcomes targets.
II. Programme Development and Implementation
- Prepares and executes work plan on monitoring and evaluation, including development of program/activity proposals
III. Conferences / Seminars / Workshops / Meetings
- Plans and coordinates conferences, seminars, workshops, and meetings and serves as rapporteur in these activities.
- Provides technical assistance to conferences, seminars, workshops and meetings (e.g. as facilitator, program team member, preparation, editing and proofreading of SEAMEO papers, proceedings, working papers, final reports, etc.).
IV. Other Duties
- Provides technical assistance to SEAMEO Centres and Member Countries as may be assigned.
- Coordinates with SEAMEO Centres and partners on collaborative initiatives.
- Attends meetings as may be necessary and as may be assigned.
- Provides technical assistance to other programs (e.g. as facilitator, program team member, etc.)
- Writes speeches and other public remarks for the Directorate as may be assigned.
- Performs other related duties as may be assigned by the Director and the Deputy Director for Programme and Development.
Required Qualifications
- University degree in Social Sciences, Education, Mass Communication, Business Management or related field, an advanced degree is an advantage.
- At least five years working experience in education project management and development.
- Pleasant personality with good interpersonal relations and be able to work under stress and pressure.
- Excellent command of spoken and written English.
- Proficient in computer operation.
- Sound physical and mental health.
- A citizen of a SEAMEO Member Country, preferably a Thai national.
- Age of 45 years old maximum at the time of appointment.
