The Labour Rights Foundation (LRF)/ Migrant Worker Rights Network (MWRN) is looking for an experienced professional committed to labour rights to lead the organisation forward as the “DIRECTOR”.

ABOUT THE ORGANISATION

Migrant Workers Rights Network (MWRN) is a membership-based organization for migrant workers predominantly from Myanmar residing and working in Thailand. MWRN was founded on March 29, 2009 by a group of nine Myanmar migrant leaders who strongly believed that empowerment of migrants is the best way for migrants to protect themselves in their vulnerable situation. MWRN’s goal is to achieve quality of life of migrant workers and their families through access to justice and international rights and standards protections.

For the past ten years, MWRN works to reduce labour and human rights violations and strengthening migrant workers community in Thailand through education and trainings migrant workers on labour rights and workers benefits, raising awareness of labour rights on social media platforms, and supporting workers’ rights to association and collective bargaining.

As a grassroot organization, with several staff who speaking migrant’s language, MWRN has unfettered access to migrant workers communities and has received regular insights and grievances from migrant workers. The strength of MWRN lies in its direct experiences with and knowledge on human trafficking and forced labour encountered by migrants, particularly in Thailand (the major destination country for about three million migrant workers). This knowledge of the dire working and living conditions faced by migrants is essential for sustainably addressing the challenges migrants face in the most relevant ways and is value added when engaging with government officials, media, recruitment agencies and potential migrants.

MWRN provides pro-bono legal advice and paralegal assistance for workers to secure effective remedies and justice following the situation of labour exploitations.

MWRN’s objectives are (1) Promote the organizing, educating and empowerment of Myanmar Migrant Workers and their families to achieve quality of life; (2) Promote enhanced protection of Myanmar Migrant Workers and their families by origin and destination countries’ stakeholders; (3) Promote effective access to justice for Myanmar Migrant Workers and their families who are victims of rights violation.

In November 2020, MWRN successfully registered as an “association” under Thai Civil Code entitled “Labour Rights Foundation (LRF)” MWRN has maintained a governance structure of an elected board committee who are all migrant workers along with the newly-established foundation board members.

SCOPE OF WORK

The director is required to undertake the following roles and responsibilities:

  1. Develop and/or review job descriptions for all staff under his/her line management, in collaboration and support with the recruitment team.
  2. Lead the development of the strategic plan, operational plan, annual budget plan of the organization, including the monitoring and evaluation system to ensure that the projects are well managed effectively and efficiency; and to meet the requirements of the donors.
  3. Regularly monitor the project plans of action and the detailed implementation plan every three months to ensure that the projects are on track. Ensure all finances spent under a project are in accordance with the authorized project budget and the requirements of the donors with good governance, accountability and transparency.
  4. Act as a representative of the organisation in a range of public settings, including at public events, conferences and, if required, in court cases related to obtaining migrant worker justice.
  5. Lead the production of high-quality annual report to ensure communications, collaborations, and reporting of financial and project activities, challenges and progress, to the donors as the project requirement; to the Migrant Community Committee Board at monthly meeting and to submit the annual report to the Migrant Community Board Committee and Foundation Board.
  6. Communicate, consult, mobilise resources and seek collaboration with donors and to act as an official representative of the organisation in signing and approving project document with donors who provide funding to implement the projects.
  7. Lead advocacy and campaign strategy including to develop policy and recommendations to advance well-beings of migrant workers within the scope of the project
  8. Lead to ensure transparent and correct project related financial transactions and recordings and ensure the expenditure stays within the budget.
  9. Work closely with the Chairperson of the Migrant Community Board Committee and the Foundation Board to represent LRF/MWRN and build good understanding with the Thai authorities, and the international level: representatives from the UN agencies; international organisations; ambassadors and donors.
  10. Collaborate with Migrant Community Committee Board to establish network of migrant leaders who will advocate and campaign for positive changes for migrant workers.

REQUIRED QUALIFICATIONS

  1. A minimum of 10-year experience in migrant workers community organization,
  2. Strong experience in organizational management, resource mobilisation, project management, team leadership, and people management with excellent cross-cultural and inter-personal skills, emotional and culturally intelligent leader and manager of the team
  3. Experience in advocacy/campaign work and proven track record in  developing and influencing policies and practices on migrant  workers rights.
  4. Proven in-depth understanding of and knowledge on migration and labour rights in both sending and destination countries.
  5. Experiences in capacity building with training, and facilitation
  6. Excellent analytical and conceptual skills with understanding of and commitment to diversity and gender equality with ability to integrate gender into programs and advocacy work
  7. Excellent communication skills in English, Burmese and Thai for lobbying and meeting the needs of high-level decision makers.
  8. Ability to think strategically and creatively, prioritize, plan, and organize work in a complex institutional setting.
  9. Computer proficiency including Microsoft Words, Excels, Power Point, and email corresponding.
