Monitoring and Evaluation / Quality Assurance / Training Officer, The Migrant Fund Project (M-FUND)
Work location: Bangkok, Thailand.

Background:
Dreamlopments (DLP), a Thailand-based social enterprise and foundation working on aid and development for underserved communities. DLP is running the Migrant Fund (M-FUND), a low-cost, not-for-profit health fund for migrants not covered by existing government insurance schemes. The project was launched in September 2017, and is currently operating in Tak, Sakaeo and Kanchanaburi provinces of Thailand and Myawaddy in Myanmar, with support from the European Union through UNICEF, the Initiative 5% of the French Ministry of Foreign and European Affairs through Expertise France, and the Global Fund through Raks Thai Foundation and UNOPS. The project is conducted in collaboration with public hospitals in Tak and Sakaeo of Thailand and public and private hospitals in Sangklaburi and Myawaddy. www.m-fund.online
Job Overview:
Under the M-FUND Project Director (PD) and the DLP General Director (GD), the M&E/QA/Training Officer develops, implements and supervises the monitoring and evaluation system of the M-FUND in the existing project fields. He/she also ensures all processes needed for the quality assurance system are well established, implemented and maintained. He/she is also in charge of overseeing the design, development, delivery and evaluation of training, learning and development programs for M-FUND staff members. The M&E/QA/Training Officer works closely with the M-FUND teams and project partners in the field.
Reports to: M-FUND Project Director (PD) and DLP General Director (GD).
Scope of Work:
The M&E/QA/Training Officer will have the following duties and responsibilities:
Monitoring and Evaluation (50%)
- Develops and strengthens monitoring, inspection and evaluation procedures and strategies of the M-FUND project.
- Conducts capacity assessment on existing monitoring and evaluation system.
- Monitors all project activities and progress towards achieving the project output.
- Assists in developing monitoring and impact indicators for the project success.
- Monitors and evaluates overall progress on achievement of results and its sustainability.
- Provides feedback to the PD and GD on project strategies and activities.
- Suggests strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
- Reports monthly, quarterly, half-yearly and annual progress on project activities to the PD and GD.
- Provides inputs, information and statistics for quarterly, annual and other reports to PD and GD.
- Assists the project personnel with M&E tools and in supporting them in their use.
Quality Assurance (30%)
- Ensures all processes needed for the quality management system are established implemented and maintained.
- Monitors the quality of work performed by M-FUND community workers (CWs) in promoting M-FUND, enrolling new M-FUND members and other related activities.
- Identifies gaps, challenges and needs in order to improve quality of activities performed by M-FUND CWs.
- Assesses data quality and completeness in M-FUND application. Works with project staff to correct data gaps and inaccuracies.
- Performs checks of processes for use of services in partner facilities. Assesses possible errors, gaps in adherence to approved procedures from either members, staffs, or partners.
- Reports to relevant Project Managers, PD and GD on the quality of work performed, gaps, challenges and needs for system improvements.
Training (20%)
- Identifies and addresses training needs for CWs e.g. in promotional skills and also for other M-FUND staff members.
- Oversees the design, development, delivery and evaluation of training, learning and development programs for CWs and other M-FUND staff members.
- Coordinates, provides, organizes and/or arranges trainings for CWs and other M-FUND staff members on relevant topics.
- Assesses and determines organizational and program needs for training policies or practices.
- Provides inputs for the preparation and implementation of the training budget and ensures that resources are allocated appropriately so that training is cost-effective and has the maximum operational impact.
- Regularly updates PD and GD on training implementation and constraints, including in relation to resourcing. Ensures the periodic evaluation of conducted training.
- Performs other duties as required.
Qualifications required:
Education:
University degree in international development, public health, social sciences, business administration, management, training, education, or related field. Advanced certificate in M&E or QA preferred.
Work Experience:
- Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international aid and development projects.
- Experience in designing, implementing, and operating project M&E, QA and training systems and plans.
- Experience in strategic planning and performance measurement.
- Experience in managing and providing training in an organization, its partners and target beneficiaries is a plus.
Skills and competencies:
- Fluent in English and Thai. Knowledge of Burmese a strong plus.
- Goal-driven, with an interest for development work, including for marginalized communities.
- Positive attitude towards (health) micro-insurance schemes.
- Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
- Strong analytical and troubleshooting skills.
- Systematic in analysis and use of data.
- A team-player who can work under pressure and with a diverse range of stakeholders.
- Good moderation, facilitation and training skills.
- Excellent planning and organizational skills.
- Excellent verbal and written communication skills.
- Ability to work independently with a minimum of supervision.
- Proven ICT skills and good command of Microsoft Office tools, and other applications.
- Energetic, highly motivated.
- Details and quality oriented.
Working Environment:
The position is based in DLP Bangkok office. Travel to the project fields in Thailand is required. Travel to other areas (Myanmar) is also occasionally required.
