POSITION TITLE   Monitoring, Evaluation, and Learning (MEL) Specialist

Location:              Bangkok

PROJECT:            USDA Thailand Regional Agriculture Innovation Network (RAIN)

Reports to:          Monitoring, Evaluation, and Learning Manager

 

 

POSITION SUMMARY:

 

Winrock International is seeking candidates for a MEL Specialist to monitor, collect, analyze and report data for the USDA Thailand Regional Agriculture Innovation Network (RAIN) project based in Bangkok, Thailand. The project will source, validate, and disseminate climate-smart innovations in rice, cassava, and fruits in Thailand.

 

ESSENTIAL RESPONSIBILITIES:

 

  • Responsible for the day-to-day M&E activities ensuring that project requirements are met on timely basis, guide data collection, data management, and display of the results in accordance with the project’s Performance Monitoring Plan (PMP) and Evaluation Plan.
  • Ensure field data, records, and supporting documents are collected and entered to the Management Information System (MIS) in a timely manner.  This will involve reviewing data, conducting data verification, and making corrections, and ensure data entry is also carried out where necessary and ensure they are complete and accurate.
  • Work with database software and check any inconsistencies with project data (duplicate, missing or incorrect information). Communicates M&E issues, challenges and questions to the MEL Manager and helps to identify solutions.
  • Supporting in developing MEL tools and materials.
  • Assist in compiling and disseminating the results on regular basis such as quarterly, semi-annually, and annually.
  • Participate in preparation of semi-annual and annual reports as well as other ad hoc reports when required.
  • Assist in data analysis, reporting and dissemination and provide feedback to modify the M&E System.
  • Works closely with the project staff to conduct regular and timely field visits to verify data quality and track data used in analyzing performance and documenting results, including visits to grantees.
  • Identify and document potential case study topics and lessons learned.
  • Assist the MEL Manager to manage M&E database, including logging project stakeholders, project trainings and meetings, attendance, policy status, and progress reports.
  • Assist the MEL Manager to monitor the results of the program’s activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences.
  • Supporting in conducting training/capacity building to project staff, project partners, and other stakeholders regarding M&E related issues.
  • Use GPS to collect coordinates in the field when required.
  • Readiness to travel frequently primarily within Thailand.
  • Other M&E related work assigned by the M&E team.

 

QUALIFICATIONS AND REQURIEMENTS:

 

Education:   Bachelor’s in business, economics, statistics, development, agriculture, or related field

 

Experience:   The ideal candidate will have the following experience:

  • Minimum of four years of experience in M&E, preferably for USG-funded projects.
  • Familiarity with M&E in agriculture, food security, or related sector preferred.
  • Experience in performance measurement, indicator selection, data collection analysis and report in both quantitative and qualitative approach. Familiar with the conduct of Data Quality Assessment (DQA).
  • Experience developing M&E plans and monitoring indicators utilizing results-based management, monitoring, and evaluation plans, setting and adjusting indicators and goals.
  • Must work well in a team and have excellent oral and written English language skills; fluency in Thai is highly desired.
  • Excellent knowledge of spreadsheets and database software (Microsoft Excel, Microsoft Access, or other similar programs) required.
