Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

 

CPI is currently seeking a qualified candidate for the position of Technical Manager (Enhanced Learning Specialist). The Technical Manager will have overall responsibility for designing and overseeing interventions to design, create, deliver, and maintain instructional
content in a hybrid learning environment for diverse audiences. This position collaborates with stakeholders and subject matter experts to assess learning needs, design and implement content, and review learning outcomes.

 

 

Primary Responsibilities

  • Lead the design and implementation of innovative methodologies and approaches to in-person, virtual, and hybrid trainings and peer-learning sessions
  • O Establish an online learning platform
    • Lead maintenance of a secure and effective online learning platform
    • Develop and maintain course templates, standards, and quality assurance procedures for e-learning modules and virtual learning activities
    • Manage a portfolio of e-learning modules and virtual learning activities that integrate audio and video, job aids, scenarios, and case studies
    • Create engaging knowledge checks, simulations, and assessments based on learning objectives

O Support and strengthen in-person and online communities of practice for local organizations in southeast Myanmar

o Convene learning events including conferences        

  • Work with subject matter experts and local stakeholders to define learning objectives and target audiences, identify appropriate learning solutions, select content, and create evaluation measures.
  • Provide guidance on the best use of digital technologies to enhance participant engagement and learning
  • Establish and apply high-quality standards for the content of all of the project’s knowledge sharing platforms and peer-learning sessions
  • Collate internal and external resources that are high-quality and evidence-based for  the project’s knowledge sharing platforms, and commission additional resources as required from consultants and external producers
  • Manage learning evaluation systems and ensure that user performance data and feedback are integrated into QI processes
  • Contribute to capacity assessment and strengthening initiatives for local partners to use technology safely and securely for learning activities
  • Ensure that gender, inclusive development, and diversity, equity, and inclusion principles are effectively integrated into technical and operational activities related to learning activities
  • Contribute to project reporting, work planning, budgeting, and deliverables related to learning activities, as required
  • Provide inputs for the preparation of briefs, presentations, knowledge sharing platforms, and other informational materials related to learning activities, as required
  • Other tasks as delegated/assigned by the Senior Communications Manager

 

Regular Responsibilities

  • Establish, strengthen, and sustain good working relationships/coordination with the donor, consortium partners, local implementing partners, other donors and agencies, and other project stakeholders
  • Represent CPI and the project in key technical working groups and coordination bodies
  • Facilitate the learning objectives of the project, including any assessments, surveys and research, in coordination with the project’s MEAL and technical teams

  • Ensure that relevant information is shared/communicated across project teams, CPI departments, consortium members, and local implementing partners
  • Ensure that all project activities and expenditures related to Enhanced Learning are in line with CPI’s and donor’s policies, priorities, and standard procedures.

 

Essential Skills

  • Master’s degree in education, information technology, public health, public administration, development studies, or others relevant field
  • Minimum of 5-8 years of experience in implementing and/or designing trainings and capacity building activities, with an emphasis on using blended learning and innovative technologies
  • Knowledge of principles of learning including adult learning, participatory methods, instructional design, and related topics
  • Experience in e-learning, webinar production, and face-to-face facilitation
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Ability to confidently engage with stakeholders at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Fluent in written and spoken English and Burmese
  • Able to work well in a multicultural setting
  • Able to establish realistic priorities in a time sensitive environment and meet deadlines with strong attention to detail
  • Flexibility to allow for travel, variable working hours, and some modifications of tasks and responsibilities as team and project needs change

 

Preferred Skills

  • Experience using authoring tools (e.g. Lectora, Adobe Captivate, Camtasia, Adobe
    Creative Suite)
