POSITION TITLE: Human Resource and Procurement Officer
LOCATION: Bangkok, Thailand
REPORTS TO: Chief of Party, Thailand Counter-Trafficking in Persons (CTIP) Program
POSITION SUMMARY:
Winrock is seeking candidates for a Human Resource and Procurement Officer to carry out the day-to-day Human resource and procurement aspects of a USAID-funded project.
The Human Resource and Procurement Officer will oversee the procurement, logistical, and personnel aspects of the WI Thailand Office, Thailand Counter-Trafficking in Persons (CTIP) Program. S/he will work closely with the Operations team to ensure that all human resource and procurement are in line with both Winrock and USAID policies.
ESSENTIAL RESPONSIBILITIES:
- Oversees day-to-day Human Resource tasks including recruitment, on boarding of new staff, reviewing employment agreements, amendments, assessing salary history, termination of agreement, filing of performances’ reviews and maintaining personnel files, staff’s fringe benefits and leave records, ensuring compliance with Winrock Policy
- Manage office functions and activities related to procurement, travel, records and filing systems, and short-term technical assistance mobilization
- Works with Winrock staff in the Thailand, Regional and Home Offices to develop and revise project manuals as necessary
- Oversees all procurement, ensuring compliance with donor regulation s and Winrock policy
- Support consultancies and sub-contracts tracking
- Manages all employee, local consultants, service and leasing contracts
- Ensure project adherence to local laws, Winrock policies, USAID regulations, and project agreement
- Collaborate with HO HR to identify strategies to meet short and long -term staff needs in Thailand and provide ongoing feedback regarding HR processes
- Recommend, manage and conduct training on topics ranging from HR policies and procedures to other professional development needs and opportunities
- Manages all Visa and Work Permit requirements for all WI staff based in Thailand
- Supports the continued registration of Winrock International in Thailand
- Other duties as assigned
QUALIFICATIONS, EXPERIENCE, and COMPETENCES
- Education: Degree in human resources management, Business Administration, or related field
Experience and Skills
- Minimum of 3 years of experience in HR, procurement and logistics/or its related fields is required
- Knowledge of INGO and USAID rules in HR, Logistics and procurement is preferred
- Knowledge of Excel, as well as an understanding of Word processing, and PowerPoint
- Good team building & excellent interpersonal skills
- Ability to manage multiple priorities and work under pressure with minimal supervision
- Ability to meet deadlines with strong attention to consistency, detail, and quality
- Strong workflow management skills; flexibility; prioritization and organizational skills for coordinating a variety of tasks simultaneously; attention to detail; team player
- Interpersonal and negotiation skills will be an added advantage
- Good communication skills, both oral and written with fluency in English and Thai required
