Job Purpose

Under direct supervision of the CTIP Project Implementation Manager and general supervision of the CTIP Project Manager, the Capacity Building Officers (CBOs) will carry out the project implementation of the USAID Thailand CTIP at field level in Chiang Rai, Phitsanulok, Tak and Sakaeo provinces and ensure the project outputs are delivered. One CBO will be based in each of the field location and responsible for day-to-day project implementation. The CBO will spend 40% of his/her EFE to establish and maintain provincial networks of counter-trafficking partners including civil society organizations (CSOs), community based organizations (CBOs), local government/local authorities, non-government organizations (NGOs) and private sector actors; 40% to mobilize CTIP actors and beneficiaries to attend capacity building trainings and networking events and organize and conduct the said trainings and event.  10% of his/her time will be allocated for maintaining up-to-date knowledge and understanding of World Vision training material used in capacity building activities and the last 10% will be focused on maintaining meticulous records and submit reports as required by the Donor. The CBO will also work closely with Finance Officer to keep tract of project expenditure. The COB will be required to travel 20% within the province and to support other project sites as necessary.

 

Major Responsibility

1.Establish and maintain networks with local (Provincial level) counter-trafficking partners including Civil Society Organizations (CSOs), Community Based Organizations (CBOs), Local Government/ Local Authorities, Non-Government Organizations (NGOs) and private sector actors, especially those identified as receiving sub-granting for activities. Establish and maintain networks within beneficiary communities, particularly among migrants.  (40%)

2.Mobilize CTIP actors and beneficiaries to attend capacity building trainings and networking events that empower at risk populations to safeguard their rights and strengthen protection systems; support Senior Project Officer to deliver said trainings/ workshops/ events (40%)

3.Maintain up-to-date knowledge and understanding of WV training material used in capacity building activities (10%)

4.Maintain meticulous records as directed by Senior Project Officer. Submit reports as required and support in donor reporting. (10%)

 

Knowledge Skill and Abilities

List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner

  • Bachelor’s degree in development studies, international relations, or other relevant discipline
  • Experience working with migrants, or organizations that work with migrants, desirable
  • Experience working in counter-trafficking and human rights is an asset
  • Sound knowledge of project management and bookkeeping
  • Experience in event organization
  • Strong interpersonal skills. Ability to quickly establish professional relationships and engage a wide range of partners in trainings, including with local leaders and Thai Government officials.
  • Familiarity with child protection standards (Thailand Child Protection Act 2003, Convention on the Rights of the Child, labor and trafficking laws etc.)
  • Strong organizational skills and ability to work independently with little direct supervision.
  • Flexibility and willingness to travel within Thailand as needed.
  • Data management - Keeps meticulous records.
  • Languages: Fluency in English and Thai (reading, writing, speaking); working knowledge of migrant languages (Khmer, Laotian, Burmese) a plus
  • Ability to think critically and take initiative Knowledge about program design, monitoring and evaluation
  • Good coordination skill
